Position Summary
The Curriculum Committee Chair is responsible for leading and coordinating the development,
implementation, and ongoing administration of the ARSC curriculum portfolio. This role provides
tactical guidance for the ARSC curriculum committee regarding curriculum design and development best
practices, project management for new and updated curriculum, and coordination of committee
meetings and tasks. The curriculum committee chair works closely with ARSC administrators to assist
with training new trainers in delivering ARSC content and ensuring a high quality ARSC curriculum and
training experience are delivered across the ARSC network.
Qualifications
The Curriculum Committee Chair must be an experienced learning and development professional, with a
proven track-record of guiding organizations on instructional design and delivery strategy and tactics.
The chair will have at least 7 years of experience working in learning and development, with at least 3
years in progressively responsible roles, including 1+ year supervising the work of others.
The chair must demonstrate strong understanding of adult learning theories and instructional design
techniques, including but not limited to the technical, design, and delivery strategies used to develop
and deliver in-person and online adult learning.
The chair must possess excellent organizational, presentation, and communication skills. In addition, the
individual must demonstrate skills in the areas of problem solving, judgment and decision making,
coordination, critical thinking, consulting, negotiation, and coaching.
The chair must possess above-average knowledge and understanding of the English grammar that
includes knowledge of the structure and content of the English language, including the meaning and
spelling of words, rules of composition, and grammar.
This position requires a bachelor’s degree from a four-year college or university in education, safety,
human resources, or a closely related discipline, demonstrated expertise in written and verbal
communications, and 7+ years of experience in a learning & development environment, with a strong
preference for experience leading instructional design and/or instructor staff in safety and compliance
training.
The Curriculum Committee Chair acts as a neutral party and resource for all ARSC member councils and
must be free of any conflicts of interest with any ARSC council or competing entity.
Essential Functions
1. Assist the ARSC curriculum committee in developing the strategy for the ARSC curriculum portfolio, aligning strategy to the goals of the ARSC executive committee.
2. Accountable for delivering modern, updated curriculum to ARSC councils in accordance with ARSC common guidelines and bylaws where applicable.
3. Along with member councils participating in the curriculum committee, evaluate and coordinate development of ARSC-qualified instructors based on council and program needs, as determined by ARSC program guidelines.
4. Lead the curriculum committee processes to help select and manage resources, including contractors and third-party vendors, to design deliver ARSC curriculum.
5. Manage multiple projects independently: coordinate project staff, assess and communicate requirements and goals of Instructor-Led content development projects, and ensure projects are delivered on time and on budget.
6. Manage the technologies required to manage the ARSC curriculum portfolio, including file sharing and portal tools.
7. Lead administration and maintenance processes for ARSC curriculums, including proactively kicking off projects to update and redesign curriculums.
8. Attend various ARSC meetings, virtually and in-person as necessary, regarding curriculum committee activities.
9. Other duties/tasks as may be assigned.
Required Duties of ASRC Chair Positions
Ensure that there is a committee mission that is aligned with the committee’s work and
- reciprocity and is shared amongst all committee members. Work with the committee members
- to develop or edit the committee’s mission as needed.
- Determine frequency of committee meetings, or if meetings are not held with regular
- frequency, call committee meetings as needed.
- Work with the ARSC Administrator (staff member) to schedule meetings, prepare agendas, set up
- Zoom (if needed), and record meetings (if needed).
- Facilitate meetings and work with ARSC Administrator (staff) on meeting minutes or notes.
- Work with committee members on committee business, assign tasks, and/or set up subcommittees as needed.
- If Bylaws change is proposed, submit documentation in accordance with ARSC Bylaws to the
- ARSC Executive Committee or Executive Committee designee for voting purposes.
- Prepare quarterly committee reports for submission to ARSC Administrator (staff member) for inclusion in ARSC Quarterly Board Meeting packets within deadline communicated during call for reports.
- Present report to ARSC Board of Directors during quarterly board meetings if report is not included in Consent Agenda due to the need for further explanation, or if Board guidance or action is needed.
- Report at ARSC Executive Committee meetings if requested by the ARSC President.
- Communicate any Board approved changes or updates that affect or will affect future external
- ARSC audits to the ARSC external auditor.
- Perform other tasks as requested by the ARSC Board of Directors or ARSC Executive Committee.
Technical Competencies
- Demonstrated competency with software used to develop and deliver curriculum, including, but not limited to, Microsoft Word, Microsoft PowerPoint, Adobe Photoshop, Articulate Storyline, or similar tools with the same capabilities, and any other tools used in the development of adult learning materials.
- Demonstrated competency with virtual classroom tools, including but not limited to Zoom, WebEx, or similar tools.
- Familiarity with educational technology such as learning management systems, virtual proctoring software, digital classrooms, learning content management systems, etc. is highly desirable for this role.
Work Schedule
The Curriculum Committee Chair can expect to spend an average of 20 hours weekly on their duties
fulfilling the following requirements:
- Available to plan, lead, and follow up on a monthly curriculum committee meeting, board meetings, and meetings with ARSC administrators (3-4 hours a week)
- Available to manage projects with third-party contractors and vendors as projects are approved – typically 2 major projects annually (8-16 hours weekly)
- Consultation as requested by ARSC to advise on curriculum best practices (1-2 hours weekly)
- Manage administrative duties of curriculum committee (1-2 hours weekly)
- Travel twice annually to in-person ARSC meetings is required, along with virtual attendance at two virtual ARSC quarterly meetings to represent the curriculum committee.
Compensation will be based on qualifications and experience.

non-disclosure agreement and other terms and conditions to secure the confidentiality needs of both
ARSC and the selected provider.

ARSC was founded in 1999 as Industry owners recognized a need for reciprocal training that would make
contractor onboarding consistent and efficient across the many facilities in which contractors work.
Over the past 24 years, ARSC reciprocal training has served over six million skilled workers supplying a
critical role in the construction and general industry workforce.
Without reciprocal training, members of the skilled workforce (especially contingent/contractor
workers) must complete redundant and potentially conflicting training about important OSHA
(Occupational Safety and Health Administration) safety regulations and industry best practices.
Consistent industry training keeps workers, communities, and our natural environment safe, healthy,
and running efficiently. Redundant training creates wasted time on the part of the skilled worker,
wasted financial resources as workers must be paid to take redundant mandatory training, lost time on
projects, extending or delaying project timelines, and potential confusion which could lead to near-miss
safety incidents, lost-time accidents, considerable damage, injuries, or fatalities.
