Position Summary:

The CSCU Chief Compliance Officer provides administration, vision, strategic direction, guidance, coordination, and is responsible for the implementation and oversight of a comprehensive and cohesive compliance and ethics program for all constituent units of the Connecticut State Colleges & Universities (CSCU System).The CSCU Chief Compliance Officer maintains a high degree of interaction with campus compliance officers and committees, senior management, faculty, and staff, and acts as a liaison between CSCU System Office and the Audit Committee of the Board of Regents, and collaborates and communicates with the Office of the General Counsel to identify and address legal risks associated with compliance activity. The CSCU Chief Compliance Officer informs and advises the Board of Regents Audit Committee and implements the Committee’s recommendations regarding CSCU System’s compliance and ethics efforts. The position maintains close relationships with all stakeholders within the CSCU System, and external entities, including but not limited to, the Connecticut State Auditors of Public Accounts, Connecticut State Office of State Ethics, Connecticut State Commission on Human Rights and Opportunities, and other state and federal enforcement agencies as applicable.

Under the direction of theCSCU Chancellor, the CSCU Chief Compliance Officer ensures system wide compliance with state and federal laws and regulations, Board of Regents (“BOR”) policies and directives, and matters including but not limited to Title IX, non-discrimination and harassment, mandatory training programs, EEO/Affirmative Action, Clery Report, Sexual Offender Registry, privacy, ethics, risk assessment, investigations, policy enforcement, reporting, and other compliance functions as appropriate.

Example of Job Duties:

The following examples of duties illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position:

  • Develops and implements the CSCU System-wide compliance program that supports and guides compliance owners and partners throughout the CSCU System so that the compliance program is well-designed, applied earnestly, and empowered appropriately
  • Provides strategic direction, guidance and operational leadership in the delivery and administration of the development of Board of Regents and System level policies and procedures, including scheduled review and rescission of policies as appropriate
  • Builds and maintains a professional staff with sufficient knowledge, skills, experience, competencies, and professional certifications relating to functional compliance areas. Demonstrates a comprehensive knowledge of higher education-related compliance functions; research and analyze policy concepts, complex policy issues, possible legal implications, in coordination with the Office of the General Counsel, and the impact of proposed policies and policy revisions on key areas of the CSCU System
  • Ensures that the CSCU BOR policies align with legal requirements, regulatory standards, and institutional objectives, and promotes a culture of compliance and best practices. Maintains a central location for ease of access to all BOR and System-wide policies and is responsible for the enforcement of BOR policies across the CSCU system
  • Prepares and maintains a five-year plan that sets strategies and objectives for the compliance program and review the plan regularly to assess and mitigate risks
  • Responsible for developing and sharing best practices, creating initiatives, programs and other services that contribute to the effective compliance across all CSCU institutions and the System Office
  • Supervises the Title IX Coordinator in the development, recommendation, and implementation of policies, procedures, and best practices in the effective management of Title IX and administration of training and education programs across the CSCU system; provides oversight in the development of strategic initiatives to streamline and formalize the education, training and delivery of Title IX matters to all students, Title IX Coordinators, Deputy Coordinators, faculty, staff and administrators
  • Supervises the Title IX Coordinator and Institutional Compliance Director in the coordination of System Office investigations and supports CSCU constituent unit campuses in investigatory needs when conflicts or resource issues arise. Responsible for ensuring investigators have superior training and support to perform investigative functions related to all compliance areas in an exemplary and timely manner
  • Responsible for the development, implementation and administration of the CSCU System Office confidential compliance reporting system and complaint resolution processes, and ensures that complaints, issues, and concerns are directed to appropriate channels and responded to and resolved in a timely manner
  • Ensures delivery of mandatory Sexual Harassment, Title IX, and other compliance related required training for students and employees throughout the CSCU System according to Federal and State law. Partners with external agencies and other educational institutions to coordinate additional training opportunities as needed
  • Provides strategic direction and oversight on compliance reporting related to Title IX, Disability Services, and other related compliance functions throughout the CSCU System. This includes system wide responsibility for PA 14-11 related to sexual assault, stalking and intimate partner violence on campus
  • Works in collaboration with the CSCU Chief Information Officer and the CSCU Privacy Officer to review, procure and launch software initiatives such as Simplicity, Not Anymore, Advocate, Accommodate and other student affairs compliance related software
  • Supervises the CSCU EEO/Affirmative Action Director in the development, recommendation, and implementation of policies, procedures and best practices in the effective management of Non-Discrimination and Sexual Harassment, EEO, and Affirmative action across the CSCU System; provides oversight in the development of strategic initiatives to streamline and formalize education, training and delivery of Non-Discrimination, Sexual Harassment, EEO and Affirmative action programs to all faculty, staff, and students
  • Provides strategic direction and best practices for the campus Threat Assessment and Behavioral Intervention Teams (BIT) to ensure consistency and compliance with Federal and State laws, working with the SCU System’s campuses Public Safety/Police departments to ensure compliance with applicable laws, regulations, and best practices
  • Develops, recommends, and implements programs system-wide related to Clery Reporting, the Sexual Offender Registry and other compliance reporting requirements. Provides strategic direction, resource, and guidance to campus leadership on matters relating to high-risk individuals visiting and/or attending classes or other activities on the campuses (Sex Offenders, etc.)
  • Supervises the Privacy Officer in developing, implementing and administering a unified privacy program for the CSCU System Office and constituent units to protect the privacy of personal information of research subjects, faculty, staff, students and other members of the CSCU System, including compliance with FERPA, HIPAA, GDPR, and other policies, state, federal, and international laws and regulations

Minimum Qualifications:

Master’s degree with eight (8) years of professional experience including three (3) years of experience within a higher education institution compliance, legal, audit, and/or risk function: or a combination of education, training and experience which would lead to the competencies required for successful performance of the position’s essential duties

  • Working knowledge of state, federal, and international laws and standards, including in areas of privacy, ethics, conflicts of interest, research, federal financial aid, employment, equity (including Title VII, Title IX, Title VI, Non-Discrimination, Sexual Harassment, and EEO/Affirmative Action) and risk management
  • Excellent listening, verbal and written communication skills and ability to convey complex information in a clear and concise manner appropriate to the audience, including speaking and formal presentations to a wide range of constituencies in a diverse community

Preferred Qualifications:

  • Advanced degree (e.g. J.D.)
  • Certified Compliance and Ethics Professional (CCEP), Certified Public Accountant (CPA), or Certified Internal Auditor (CIA), or other compliance related certification
  • Ten (10) or more years’ experience directly related to the duties and responsibilities specified
  • Deep knowledge of higher education practices, regulations, compliance, and accrediting agencies
  • Demonstrated knowledge of market practices in development and maintenance of compliance-related frameworks, non-compliance reporting practices, investigative practices, and coordination with responsible executives, compliance owners and compliance partners related to diverse ethical and regulatory compliance issues
  • Prior experience collaborating with multiple divisions/units in a decentralized environment to meet the needs of various constituencies, while also meeting the needs of the organization as a whole

Starting Salary:

Anticipated Salary;$194,253 - $242,816 commensurate with experience plus excellent State of CT medical insurance, retirement, and related fringe benefits.The salary will be based on the selected candidate’s qualifications such as education and job-related experience, and internal equity.
