Job Description

Job Title: Cost Estimating Manager/PM

Reports to: Operations Manager

Job Purpose

Nisqually Construction Services, LLC is a full-service Construction Services firm serving the greater Seattle area. NCS is seeking a Cost Estimating Manager / Project Manager with experience in heavy civil construction with a primary focus on earthwork and utility construction. In this role, the candidate will have the primary responsibility of managing the bidding process for the company and be involved in overall business development, identifying strategic pursuits and providing expertise and advice to management and other team members. This position will also foster strong business relationships with the subcontractor and material supply community. Project pursuits are typically in the $100k to $10 million range. Duties And Responsibilities

  • Provide leadership and responsibility for identifying project pursuits and taking the lead on developing complete bid documents.
  • Leverage industry experience and contacts to successfully bid a project, generate project leads, or secure new work.
  • Ability to multi-task and manage multiple bid deadlines at any given time.
  • Manage the estimating process from identification of a pursuit to submission of bid.
  • Experience utilizing HCSS cost estimating software.
  • Expert knowledge in the resources (crew size, equipment needed, materials) required to develop a successful bid and execute a project.
  • Ability to read and interpret construction contracts including but not limited to, general conditions, special conditions, specifications, contract drawings, standard specifications, WSDOT standards, etc.
  • Managing a team of junior cost estimators by clearly communicating and setting expectations for deliverables and overseeing their work to meet deadlines.
  • Ability to take a hands-on approach and do what it takes to meet deadlines.
  • Gain intimate familiarity with plans, specifications, addenda, and scope for multiple construction projects.
  • Initiate and maintain contact with owners and owners’ representatives, and act as a liaison as needed.
  • Experience managing and completing all phases of project documentation (permits, licenses, submittals, schedules, RFIs, work plans, change orders, etc.).
  • Experience with project buyout including procuring project materials, coordinating with subcontractors, and equipment rentals in a timely and efficient manner.
  • Assist project teams with the resolution of technical and commercial issues.

  • Experience with bidding heavy civil construction projects with an emphasis on earthwork and utility construction.

  • Experience communicating estimate strategy and leading estimate review meetings.
  • Excellent organizational and problem-solving skills.
  • Ability and willingness to think outside of the box to find creative and innovative solutions to develop a competitive bid document.
  • Extensive experience with HCSS Heavy Bid
  • Extensive experience with the MS Office Suite including Excel, Word, SharePoint, Teams Meetings

Work Environment

This job operates in an office setting. Flex/Hybrid work schedules may be accommodated after successful probation period completed.

Physical Demands

Ability to routinely lift 50lbs and walk on uneven surfaces

Position Type and Expected Hours of Work

This is a full-time position, and work hours are Monday through Friday.

Travel

Some regional travel may be required to attend pre-bid job walks, meetings or other project related site visits. Attendance at industry events, trade shows, or conferences may be required.

Required Education And Experience

Bachelor’s degree in engineering or construction management or 15 to 20 years of experience in senior level cost estimating position.

Preferred Education And Experience

  • Bachelor’s Degree in engineering, architecture, or construction management or equivalent. Years of experience in a similar role may be substituted for a degree.
  • Construction Project Management experience.
  • Experience in Microsoft Office products.
  • Experience with scheduling software (P6, Microsoft Project).
  • Experience with programs such as HCSS Heavy Bid, Heavy Job, Spectrum, Bluebeam and Adobe Pro are preferred, but not required.

Rate of Pay

$92,000-$145,000 per year (DOE)
