This position is located in the Metropolitan Police Department (MPD), Technical and Analytical Services Bureau (TASB), IT Infrastructure & Engineering Division, CCTV Engineering & Retrieval Branch. The purpose of this position is to serve as a Closed Circuit Television (CCTV) Specialist. The CCTV Specialist provides technical planning, analysis, testing, configuration, quality assurance, maintenance and management of network systems used for the transmission and retrieval of information in voice, data and/or video for assigned departmental areas to include, but not limited to, MPD CCTV, district stations, partner

agencies and outside systems.

This Closed circuit television specialist position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The Incumbent Will Be Responsible For The Following

  • Downloads video evidence on-site and/or remotely using an Internet Process (IP) based network system or direct connect, cables, or removable devices. Makes on-site calls throughout the District of Columbia to download video evidence footage.
  • Prioritizes daily work based on management priorities, urgency, or based on anticipated poor weather conditions, etc.
  • Monitors and tracks requests for video evidence. Receives requests for video evidence footage from authorized personnel of MPD, the court of law, partner agencies and citizen requests. Ensures proper handling and integrity of all video evidence footage and all associated information about CCTV operations. Ensures proper audit trail history. Provides updates to management, CCTV team members and the requestor of statuses.
  • Analyzes and monitors multiple CCTV camera screens throughout the Washington, D.C. area for proper operability and to ensure adequate network connectivity. Monitors security and the integrity of connectivity. Performs regular inspections on MPD owned CCTV equipment for proper functionality and ensure equipment inventory is available, which includes fixed sites and mobile CCTV trailers.
  • Provides ongoing status updates of assigned video requests and tasks through the use of management defined reporting tools or systems.
  • Provides continuing and after-hours support for critical and urgent video retrieval requests as needed or assigned by management; which includes hours outside normal assigned work schedule and holidays.
  • Provides testimony in a court of law to authenticate video evidence.
  • Analyzes technical data to determine radio relay solutions for newly deployed and current CCTV equipment.
  • Inspects equipment for tampering/damage and initiate a request for service, remotely and at on-site locations.
  • Proactively identifies and breaks down problems using structured problem resolution approaches. Maintains documentation of equipment failures, service repairs, down-time, etc. and submit periodic reports as requested.
  • Creates and completes support tickets for all identified problems, issues and/or incidents.
  • Performs data recovery and file conversions.
  • Provides statistical reports to MPD Command Staff and additional Management Staff as designated by Program Manager.
  • Develops recommendations concerning significant project ramifications that offset adverse impacts. Establishes work plan and detailed flow charts and/or diagrams covering processes and network services needed.
  • Provides support for mobile CCTV trailers to include but limited to:
  • Requests for trailer moves
  • Trailer moves from and to approved locations
  • Refueling of trailers
  • Tracking of system statics
  • Trailer inspections
  • Checks and refill oil
  • Completes checklists
  • Daily Reports
  • Responsible for and keeps abreast of current MPD CCTV deployment as well as proposed/approved future deployment by MPD.
  • Understands Information Technology Infrastructure Library (ITIL) standards for service management and customer support.
  • Performs other related duties as assigned.

Qualifications

  • Comprehensive knowledge and skill in applying security administration methods and practices.
  • Knowledge of and the ability to analyze and monitor multiple CCTV camera screens throughout the Washington, DC area for proper functionality and connectivity.
  • Knowledge of CCTV IT system/network activities.
  • Knowledge of Memorandum of Understanding (MOU) and ISAs.
  • Knowledge of customer support and service management frameworks and requirements.
  • Knowledge of using an IP based network system to access evidence.
  • Ability to prioritize work with competing deadlines.
  • Ability to provide testimony in court to authenticate video evidence.
  • Knowledge of the Mobile Digital Computer, Virtual Network Connection Remote systems platforms and database tool queries.
  • Ability to utilize Microsoft Office to develop reports and calculate formulas.
  • Proficiency in verbal and written communications.
  • Ability to make presentations to users on CCTV services and procedures.
  • Skill in analytical problem-solving.

Licensures, Certifications And Other Requirements

Must possess and maintain a valid driver's license and obtain and maintain the permit to drive a District of Columbia government vehicle.

Education

Bachelor’s Degree preferred. Master's Degree strongly preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to a least the CS-9 grade level, or its non-District equivalent, gained from the public or private sector.

Specialized experience must demonstrate the following: understanding security administration; analyzing and monitoring CCTV camera screens; presenting CCTV services and procedures; using the Mobile Digital Computer, VNC Remote systems platforms and database tool queries; and customer service and service management frameworks and requirements.

Work Environment

The work environment is performed in both an office setting and at CCTV equipment sites.

Some exposure to the ADP environment is required, which involves exposure to high noise levels, moving parts and high voltage electricity.

The Metropolitan Police Department is a 24-hour, 7 days a week operation. Your position is emergency and subject to rotating shifts, to include weekends and holidays. Be available to work anytime during normal business hours between 7AM and 7PM M-F and be available to provide after hours on-call support on a rotational basis.
