Citizen Science Researcher

ECS is seeking a Citizen Science Researcher to work in our Silver Spring, MD office.

Job Description:

ECS is seeking a part-time, remote Research Associate to provide Citizen Science Support to NOAA Fisheries Office of Science and Technology.

Through Inflation Reduction Act (IRA) funding, NOAA is planning its first citizen science Notice of Funding Opportunity (NOFO). The Research Associate fulfilling this role will help support the creation and implementation of this funding opportunity. Citizen science, where the public voluntarily engages in the scientific process, is an innovative approach that can be used to get more information and fill important data gaps.

Responsibilities of this position will include:

• Drafting NOFO text, as well as addressing and tracking comments and revisions.
• Assisting with the pre-award process and supporting program implementation and activities.
• Collecting and summarizing information for Letters of Intent received.
• Helping to coordinate and manage NOFO application reviews, including identifying reviewers, managing communications with reviewers, scheduling and managing review panels, and preparing and sharing files related to review panels, reviewer assignments, and scoring.
• Helping to communicate with applicants, including responding to questions.
• Conducting minimum requirements checks for all applications received.
• Helping prepare selection materials and packages.
• Helping to conduct negotiations.
• Preparing requisite NOFO communication products required for IRA-funded NOFOs, including rollouts, webpage content, and social media posts.
• Drafting email announcements on NOFO for internal and external audiences.
• Completing key deliverables, including completion of the NOAA, DOC, and, OMB NOFO reviews, as well as the first draft of the NOFO rollout plan.
  
  

Other General Information:

• Availability for on-site meetings with the Principal Investigator in Silver Spring, MD.
• The applicant must have the ability to obtain a public trust security clearance.
• The contractor will be provided with a government issued laptop.
• The amount of time required week-by-week will vary according to the NOFO review process and grant process deadlines.
• It is preferred to have a candidate who is local to the Silver Spring commuting area, but all candidates will be considered.
• Work can be performed remotely, noting that some time will be required for on-site meetings in Silver Spring, MD with the Principal Investigator.
  
  

Required Skills:

• 7 years of experience in relevant fields.
• Experience with natural resource policy and coordination.
• Excellent organizational skills.
• Ability to obtain and retain a Public Trust security clearance.
  
  

Desired Skills:

• Certified federal program officer or prior experience with grants and cooperative agreements
