THE COMMUNITY

With an average year-round temperature of 76 degrees, Broward County has a tropical climate and is a choice destination for over nineteen million visitors every year.

THE COUNTY GOVERNMENT

The Broward County government was established under Charter in 1975 as a home-rule government. The County has a Council/Manager form of government. The Broward County Board of County Commissioners is composed of nine members, elected every two years for four-year staggered terms. Commissioners are voted to the position by their district constituents through partisan elections. The Mayor and Vice-Mayor are Commission members annually elected by the Commission for one-year terms. The Commission appoints the County Administrator, the County Attorney, and the County Auditor.

The County Administrator serves as the Chief Executive Officer and manages the County’s seven major operating departments: Aviation, Resilient Environment, Finance and Administrative Services, Human Services, Port Everglades, Public Works, and Transportation; eight offices and three divisions, which all together comprise over 70 lines of business. The County has nearly 7,000 employees and eight organized bargaining units. The County budget for FY24 is $8.69 billion of which $4.7 billion is Operating, $3.18 billion is Capital and $0.81 billion is Debt Service. The budget reflects strategic investments in transit, the seaport and airport, and many other critical services to residents.

THE DEPARTMENT

Broward County Transit (BCT) is a vital transportation system that connects the County’s diverse 31 municipalities and facilitates over 30 million trips annually. We offer safe, reliable, and cost-effective bus transportation services through fixed routes, express lines, community shuttles, and paratransit options, aiming to enhance mobility for everyone and implement fair transit solutions. Our active fleet consists of 414 active fixed-route buses, 337 active paratransit vehicles, and 87 active community shuttle buses.

Spanning a vast 410 square mile area and linking Broward, Miami-Dade, and Palm Beach counties, Broward County Transit is more than just a transportation system. THE POSITION

The Chief Infrastructure Officer (CIO) provides leadership and direction for the Transportation Department's Capital Program Division. Responsibilities include executive oversight, operational management, financial performance, strategic planning, employee development, safety promotion, customer advocacy, and coordination of assigned division activities. This is an executive leadership position. The incumbent will advise the Transportation Director on strategy, issues, and resolutions. The CIO will review and analyze policies, procedures and practices and work with key stakeholders for recommendations/assistance. The CIO will be well versed in industry standards and stay abreast of current best practices. Customer service is paramount and special focus must be placed on KPI trends and response. It is critical that the CIO develop productive, collaborative relationships with Broward County leaders, Transportation Department leaders, Union representatives, employees, customers, and the community. The CIO must manage in a manner that ensures Broward County Transportation is viewed favorably by customers and employees.

The CIO is responsible for the development and execution of the Capital Program, including procurement, inspection, maintenance, and rehabilitation of all fixed assets throughout the Broward County Transportation Department including all bus, rail, and related equipment, yards, stations, and facilities. The CIO works collaboratively with the Transportation Department and County leadership on development and implementation of projects. The CIO will be responsible for the development of contracts and contractors related to work assignment. The CIO will provide daily oversight of project execution through asset completion and turnover. The incumbent ensures that local, state, federal laws/guidance are followed. The CIO ensures policies and procedures are in place for the operation, maintenance, and replacement of equipment ensuring minimum service disruption and maximum customer service. The CIO ensures that training, policy and procedures and safety protocols are set and accessible to employees/contracted staff. The incumbent must be strategic in planning and executing projects, ensuring milestone accomplishments are met.

Responsibilities Of The Position Include

  • Works under limited direct supervision, leading the development and implementation of programs within organizational policies and reports major activities directly to the Department Director through verbal, written, and virtual communications. The CIO must be able to respond to emergency incidents 24/7.
  • Manages the execution of the Capital Program through establishing an effective and efficient infrastructure organization, including the people and processes necessary to execute the work.
  • Ensures that the staff have the technical knowledge or training to effectively execute the responsibilities of their positions.
  • Plans and develops the processes/strategy for proposed projects and ensures sufficient qualified staff or contractors are available to carry out the project and meet milestone deadlines.
  • Ensures each asset portfolio maintains the skills and staffing levels to carry out inspections, maintenance, and engineering functions.
  • Ensures staff and response plans are in place to respond to infrastructure failures that negatively impact customers.
  • Develops, communicates, and ensures plans are in place for reliable operations of the Department's various operating systems.
  • Oversees project delivery for major capital projects, infrastructure renewal, and construction.
  • Provides leadership to resolve execution issues timely and in the County's best interest to control schedule, cost, and risk.
  • Develops and manages budget for Capital Programs.
  • Develops communications/presentations for internal or external customers.
  • Provides leadership to develop a cohesive and productive team.
  • Engages in performance management via employee evaluations, coaching, and discipline.
  • Participates in staff development and recruitment for vacant positions.

The ideal candidate for the Chief Infrastructure Officer role will be a self-starter who can push and progress the organization by taking charge and being responsible and accountable for program development. This individual should secure resources and personnel to support and provide necessary tools, performing the heavy lifting required to build a $4.3 billion transit system. A collaborative work strategy with a strong sense of accountability is essential. The CIO must implement "Just Culture" principles as part of their leadership strategy, mentoring staff and encouraging continuous learning and growth. They should be innovative, champion change management, and foster an environment that supports both organizational and individual development.

LEADERSHIP OPPORTUNITIES

Starting and Structuring a New Division: The CIO will create and organize a new capital delivery unit capable of handling large-scale projects, developing and implementing project controls to manage risk and ensure timely completion.

Driving Major Initiatives: Leading the $4.3 billion Premium Mobility (PREMO) program to expand commuter rail, light rail, bus rapid transit, and high-frequency services will be a primary focus. The program includes 700 miles of new service and will serve over 2.1 million residents in Broward County. The CIO will also oversee the transition to an all-electric vehicle fleet, emphasizing sustainability and innovation.

Process and Technology Enhancements: The CIO will review and optimize current project management practices, implement Lean Six Sigma methodologies for continuous process improvement and innovation, and upgrade technology infrastructure to support new and ongoing projects.

Change Management And Cultural Transformation

The CIO will shift the organizational culture from hierarchical to collaborative and servant leadership, embedding "Just Culture" principles, and championing change management initiatives to drive organizational growth and development.

Resource Allocation and Management: Securing necessary resources to build and sustain a robust infrastructure program will be critical. The CIO will utilize consultant resources effectively to complement internal capabilities, ensuring financial acumen and budget management align with organizational goals and project requirements.

Project Management and Controls: The CIO must establish project scheduling, budgeting, and control mechanisms, along with developing policies and procedures to manage multi-billion-dollar projects. Ensuring high standards for project execution and timely, on-budget delivery is crucial.

Public and Stakeholder Engagement: As one of the faces of the organization, the CIO will communicate effectively with residents, community members, and elected officials, representing the organization in potentially adversarial environments and building relationships with internal and external stakeholders.

Operational Excellence: The CIO will deliver visible and impactful changes through infrastructure projects, ensuring high-quality standards in all projects and operations. Implementing a risk management office and establishing engineering standards and specifications are also key responsibilities.

Education And Experience

Requires a bachelor's degree from an accredited college or university with major coursework in safety systems management, finance, business or public administration, engineering, organizational dynamics, consumer behavior, technology, or closely related field and six (6) years progressively responsible experience in administration and management of one of the following areas: public transit, transportation, hospitality, consumer, technology, heavy-infrastructure, logistics or closely related experience. One year of relevant experience may be substituted for each year of required education. Preference will be given to candidates with a current Professional Engineer certification, master’s degree, 10+ years of senior level project management experience, engineering and/or construction and contract management, 10+ years managing rail transit assets or similar asset types where reliability of assets is critical to the organization’s mission, or 10+ years in a leadership position managing bargaining unit employees.

Compensation And Benefits

The annual salary range for this position is $151,234 to $241,371. The starting salary will be based upon the knowledge and experience of the individual selected. The State of Florida does not have a state income tax.

The County’s Benefits Include

  • Florida Retirement System (FRS) – Employees have the choice of two retirement plans: the traditional pension plan with eight years of vesting or the investment plan with one year of vesting.
  • Deferred Compensation – The County offers a voluntary 457 plan offered through three providers: Mission Square, Brighthouse Financial, and Nationwide Retirement Solutions.
  • Flexible Spending Accounts – Eligible health expenses and dependent care accounts.
  • Health Savings Accounts – When you elect either of the High Deductible Health Plans (HDHP) and you and your enrolled spouse/domestic partner (if applicable) complete the County’s 2024 Engagement Incentive, Broward County will contribute to your Health Savings Account.
  • Vacation and Sick Leave – Leave is accrued biweekly for vacation and sick time; annualized at two weeks of vacation and 12 days of sick time; additionally, 40 hours of job basis leave is granted annually for employees exempt from overtime provisions of the Fair Labor Standards Act.
  • Holidays – Eleven (11) holidays and two (2) personal days.
  • Insurance Coverage – The County offers a variety of benefit plans that employees can purchase including Health, Dental, Vision, Flexible Spending Accounts, Long Term Disability, and Pre-paid Legal. The County subsidizes enrollment in Health and provides a waiver credit if applicable.
  • Life Insurance – The County offers $50,000 of group term life insurance. Employees can purchase additional life insurance for themselves and their dependents and spouse/domestic partner.
