Job Duties: This senior leadership position involves technical and administrative work coordinating and implementing information technology systems and solutions for the Kansas Judicial Branch.
Work is performed under the general supervision of the Judicial Administrator and is reviewed through general evaluations
Provides the leadership, strategy and vision required to anticipate, plan, and implement the technology solutions required by the judicial branch
Oversees innovation, maintenance, and modification of branch information service needs
Defines information system needs. Coordinates modifications to existing systems and the development of new systems
Defines enterprise system requirements. Coordinates state court information systems development. Develops required standards to ensure systems compatibility to state network
Identifies and explains the advantages of various systems to state court staff
Negotiates favorable procurement contracts and service-level agreements with vendors
Manages staff including hiring, evaluating, disciplining, and terminating employees
Performs related work as required
Required Education and Experience: Bachelor’s degree with major course work in computer science, business administration or related field and thorough experience in information systems analysis or design or public administration. A minimum of five years’ experience leading enterprise information services innovation.
Additional experience in the above areas may be substituted for the required education on a year-for-year basis.

Demonstrated ability in innovation within the full breadth of information services
Demonstrated ability to professionally influence stakeholders
Knowledge of the capabilities and limitations of current computer systems
Knowledge of current IT management trends
Knowledge of the principles of organization and management
Knowledge of statistical analysis methods
Ability to analyze and evaluate complex statistical data
Ability to analyze and resolve problems within the framework of systems
Ability to express ideas clearly and concisely, orally and in writing
Ability to translate technical information into terms understandable to management, departmental officials, and nontechnical personnel; ability to translate business and management needs into technical requirements
Ability to establish and maintain effective relationships with administrative officials and computer users
