Chief Audit Executive

Support the Audit Committee in fulfilling the oversight and governance responsibilities of the Board of Directors’ on financial reporting, operating and risk management controls and the internal and external audit processes. Provide strategic and technical leadership to the independent internal audit function and provide counsel on the control environment, regulatory compliance and risk management of the Bank to the Audit Committee, Board of Directors and management.

Accountabilities:


  • Develop and implement a comprehensive audit plan and ensure the effective and efficient use of resources. Exercise judgment on selection of audit projects utilizing information from the FHFA and the Bank’s independent auditors. Review the plan with the Audit Committee annually, or more frequently if needed, and obtain their approval.
  • Participate in Disclosure Committee and additional internal management sub-committees as assigned.
  • Serve as the liaison to the Audit Committee of the Board and to its Chair and Vice-Chair. Support the Committee in successfully fulfilling its oversight, monitoring, and policy approval roles.
  • Advise the President on matters relating to functional responsibilities.
  • Oversee the assessment of accounting, financial reporting, information systems, operational and other activities to evaluate the design and effectiveness of the Bank’s internal controls, risk management and governance processes.
  • Evaluate the Bank’s processes and activities designed to ensure compliance with applicable laws, regulations and policies.
  • Present audit results to management and evaluate whether corrections are implemented. Report regularly to the Audit Committee on the results of audit activity.
  • Implement the strategic direction, broad operating policies, goals and objectives of the Internal Audit Department. Ensure the department’s objectives are met by controlling budgets, administering policies and monitoring performance.
  • Select, train, develop, and motivate a competent workforce to facilitate departmental efficiency and charter. Ensure auditing activities performed by the internal audit staff comply with established laws and regulations and the Audit department is functioning in a fair, objective, and professional manner and meets internal audit standards.
  • Prepare and monitor the annual departmental budget, ensuring cost effective utilization of department resources.
  • Oversee the Bank's Complaint Handling and Whistleblower policy and process with the General Counsel. Participate as a member of the Classification and Assignment Group. Lead and/or support investigation activities.
  • Other projects or duties may be assigned.

Requirements:


  • Bachelor’s degree required (accounting, finance or other business subjects preferred); continuing education in audit-related fields; MBA or Masters’ degree in one of the above fields is preferred.
  • CPA, CIA, CISA, or other appropriate professional credentials required.
  • At least 10 years of auditing, accounting or related experience and solid understanding of the related processes and procedures required.
  • At least 3 years leading and/or managing a team.
  • Strong ability to lead the department and develop productive working relationships.
  • Strong ability to communicate effectively with the Audit Committee, Board of Directors, FHFA, senior management and external entities.
  • Sound judgment and resourcefulness required to facilitate productive dialogue and outcomes where differences of opinion and interpretation exist.
  • Strong knowledge and understanding of capital markets and finance preferred.

Annual Salary: $0.00 - $0.00

This salary range represents the Bank’s good faith and reasonable estimate of possible compensation at the time of hire. Offer to be determined by selected applicant’s education, experience, knowledge, skills & abilities, as well as internal equity and alignment with market data. This role is also eligible to participate in the Bank’s annual incentive plan.
