Where You Will Work

The Department of Elder Affairs provides most direct services through its Division of Statewide Community-Based Services, which works through the state’s 11 Area Agencies on Aging and local service providers to deliver essential services to a vital segment of the population. The major focus of DOEA is to provide home and community-based services to seniors who are at risk of being placed into a long-term care facility because of their degree of frailty. Ultimately, the goal is to efficiently use resources to ensure that the greatest number of elders possible get to choose where they live while living healthy, active, and fulfilling lives in their communities.

Duties And Responsibilities

This is a highly responsible supervisory position that provides comprehensive oversight of a CARES field office under the guidance of the Program Operations Administrator (POA) to ensure effective and efficient utilization of all assigned resources through monitoring, training, and quality improvement activities.

Duties and Responsibilities include but are not limited to the following:

  • Supervises, assigns, and monitors the activities of Senior CARES Assessors, CARES Assessors, and administrative staff. Communicates with all personnel on a regular basis ensuring two-way communications individually and in meetings. Establish and maintain effective working relationships with others.
  • Monitors case files for each employee on a regular basis to ensure compliance with policies and procedures. Conducts regular case file reviews, performs audits, and reviews CIRTS data and reports. Reviews current work flows, obtains input from staff, and improves the overall quality and quantity of work performed in coordination with the Program Operations Administrator (POA).
  • Develops and delivers staff training to improve the overall quality of case work within a CARES field office. Provides training methods for performing work effectively and efficiently. Utilizes monitoring results to develop and provide training to improve compliance, including training on the functions, goals, assessment procedures, and policies as indicated in the Department’s goals and mission. Motivates employees through mentoring, training, and leadership development.
  • Ensures that the Preadmission Screening and Resident Review (PASRR) process is completed before a Level of Care is issued when a request is received from a state mental hospital, a psychiatric hospital, or a psychiatric hospital unit.
  • Develops plans for case assignment and workload distribution for a CARES field office. For example: geographic or facility-based assignments/staffing schedules of each assessor or senior assessor in the field or office. Ensures cases are assigned, assessed, and staffed in accordance with CARES time standards and in accordance with current policy and procedure. Reviews schedules and case load distribution for efficient utilization of time and resources while meeting and/or exceeding workload requirements. Meets with individuals or teams as necessary to discuss cases and resolve problems that may arise. Coordinates and directs interdisciplinary case planning (staffing) for individuals referred to determine client’s needs. Provides technical assistance and inter-program coordination of Medicaid waiver programs as they relate to Level of Care determination and placement recommendation. Takes necessary steps to ensure all employees provide quality customer service to consumers.
  • Prepares statistical reports as requested or in accordance with prescribed policy guidelines in all areas of the CARES office assigned, including daily activity and monitoring reports. Transmits reports to the POA, Regional Program Supervisor (RPS), and Central Office as required in order to meet the requirements and in compliance with Section 215.422, F.S. and Chapter 59-G, F.A.C.
  • Meets regularly with the POA to review case file audit results, statistical and time standard reports, workload distribution, progress on training of new staff, and all other monitoring and compliance issues. Provides technical assistance.
  • Responsible for identifying staffing/equipment needs. Hires new employees and arranges for orientation and appropriate training. Approves timesheets within department deadlines. Notifies Human Resources if an employee may be eligible for leave under the Family and Medical Leave Act, or if an employee may need an accommodation under the Americans with Disabilities Act Amendments Act.
  • Evaluates employees based on established criteria. Meets regularly with employees to ensure the established criteria are met. Ensures employees are professional and courteous and maintain cooperative working relationships with the public and staff. Institutes disciplinary actions as appropriate in consultation with management and Human Resources.
  • Works with State and local agencies to develop improved methodologies for conducting assessments and serving clients.
  • Maintains a high level of professional CARES knowledge, including an understanding of State and Federal rules and laws governing the activities performed by CARES. Improves/enhances professional knowledge, skills, and abilities through education courses, seminars, workshops, review of policies and procedures, etc.
  • Acts as delegate for POA as assigned.
  • Participates in pilot/special projects, which involves collaborative efforts to improve assessment and delivery of services.
  • Participates in disaster recovery efforts throughout the State of Florida. Reports to Special Needs Shelters to assist with discharge planning during hurricane related or other type of emergency situation.
  • Performs other duties as assigned.
  • Attendance is an essential function of this position.

Knowledge, Skills & Abilities Required

  • Knowledge of Level of Care rules and regulations, knowledge of CARES policies and procedures, knowledge of the aging process and the effects of chronic illness, knowledge of interviewing techniques, knowledge of community resources, as they relate to elders and adults with disabilities, ability to compile, organize, and analyze client information, ability to work with clients with a variety of physical and emotional problems, ability to plan, organize, and coordinate work assignments.
  • Knowledge of nursing home pre-admission assessment and ongoing utilization control process in long-term care facilities. Knowledge of community services as related to alternative care of individuals needing long-term care. Ability to interpret and apply Federal, State, and local laws, regulations, and policies.
  • Ability to determine work priorities, organize, assign and coordinate work, and ensure proper completion of work assignments. Ability to follow written and oral directions and instructions. Problem-solving skills, work well with individuals and groups; multi-task, manage multiple assignments and deadlines. Plan and organize to ensure work is completed in accordance with regulations relating to eligibility and timeliness.
  • Ability to communicate effectively orally and in writing. Ability to communicate with others to obtain and verify information concerning eligibility.
  • Ability to demonstrate a professional and courteous demeanor to establish and maintain cooperative working relationships with the public and staff.
  • Possess strong written and oral communication skills, including correct grammar, punctuation, and spelling. Be detail oriented and able to enter data accurately into a computerized system. Navigate multiple computer screens and applications. Proficiency in Microsoft Windows Operating environments and Office Suite products to include Word, Excel, Outlook, OneDrive, Power Point, and SharePoint. Prepare clear, concise, and accurate records and other documentation in a logical format.
  • Ability to apply the policies, procedures, and programs governing the agency. Read, understand and apply complicated and detailed regulations, and policy directives.
  • Analyze and interpret written, numerical, and verbal data from various sources. Type and prepare reports and memorandums accurately and timely.
  • Ability to work in a large, open office environment. Maintain confidentiality as required.
  • Ability to lift and carry a laptop and associated documents (up to ten pounds).

Requirements

  • Must have a bachelor’s degree or higher from and accredited college or university with a major in a related field or a combination of education and professional experience totaling four (4) of more years in a related field.
  • Travel is required. Operates own private motor vehicle for routine travel within the assigned planning and service area. All applicable State and local driving laws and insurance regulations must be strictly adhered to in the operation of the private vehicle while performing State business. Must possess a valid driver license. Overnight travel may be required.
