Capture Manager
Location: Local DMV, Full-time Remote
Position Overview
Reporting to the Vice President of Growth, the Capture Manager will play a crucial role in securing federal agency contracts and task orders. This position combines business development and capture management expertise, focusing on identifying and securing business opportunities. Key responsibilities include developing bid strategies, negotiating partnerships, and assisting with proposal development. The role manages capture activities from opportunity identification to award, driving sales growth across federal defense and civilian agencies.

Key Responsibilities
Conduct market research and customer outreach for targeted federal agencies.
Meet with industry partners and government customers to identify opportunities and gather relevant information.
Manage opportunities through all pre-RFP phases: Identified, Qualified, Capture.
Perform in-depth research and analysis to develop competitive bid strategies.
Create capture plans, win themes, and other necessary documentation.
Maintain and update the pipeline tracking system.
Present pipeline updates to leadership weekly.
Analyze company qualifications to identify gaps and seek solutions or partners.
Negotiate with teaming partners.
Develop win themes and proposal strengths, and support proposal preparation.
Collaborate with the proposal team to develop and submit winning bids.
Review proposal responses and participate in pricing discussions.
Job Requirements
Bachelor's degree in business, engineering, or a related field.
3 years of experience in business development or capture management.
7-10 years of experience in federal agency IT RFPs and contract delivery.
Proven track record of winning small business set-aside federal task orders.
Strong network of industry partners and government customers.
Keen problem-solving skills and attention to detail.
Ability to work effectively within a team and communicate effectively in a remote setting.
Willingness to work outside normal business hours when needed.
Strong organizational skills and ability to meet deadlines.
Ability to draft executive summaries and management content.
Regularly provide meaningful updates across the assigned pipeline.
Engage with incumbent personnel related to pipeline assignments.
Capability to pursue competitive and sole source task order awards.
Required Qualifications
Strong understanding of IT methodologies (e.g., ITIL, Agile, DevSecOps).
Technical skills to understand government requirements and develop award-winning proposals.
Experience with government acquisition portals and RFP tools such as sam.gov, GovWin, GovTribe, eBUY, eGOS, FPDS, and more.
Knowledge of relevant federal acquisition regulations.
