Position: Capture Manager - (Air-Defense)

Location: Remote or Boise, ID

Position Overview:

The Capture Manager is responsible for the execution of capture strategies and proposal development associated with new business pursuits in the DZYNE Air-Defense business unit. Duties may include development of bid strategy, working with the customers to refine requirements, assisting with market research and competition analysis, development of highly detailed technical proposal volumes, generating cost basis of estimates with the technical and operations groups, developing teaming arrangements, and forming, leading, and supporting capture and proposal teams that result in winning proposal submissions.

Additional specific responsibilities include: responsible for entire sections, volumes, proposals, and/or captures; developing solutions to difficult problems and issues that are unclear and require thorough analyses and understanding of domain knowledge; collaborates with internal stakeholders, business development and operations team members, as well as customer leadership and external stakeholders; working collaboratively with team members regarding solution design, process and/or approaches; participates or leads opportunity gate reviews, black hat sessions, win theme and discriminator workshops, proposal and program reviews, and lessons learned activities; overseeing the proposal phase of an opportunity to ensure successful delivery to the client; and contributing feedback and innovative ideas to the team in support of continuous improvement. Leading internal meetings and assigning tasks across cross-functional teams will be key in this role. This role may be a fully telework assignment, with occasional travel to our divisional locations in Irvine, CA, Denver, CO, and Boise, ID.

Position Responsibilities:

Demonstrated skills in areas relevant to business capture and business development including: opportunity qualification, capture strategy, customer and industry collaboration, and team leadership

  • Manages and coordinates the development of proposals (Lead kick-off meetings, proposal development and color reviews) and other related deliverables ensuring proper strategies are developed, assignments are made and submitted, milestones are met, Color Reviews are conducted, and quality is achieved from all parties involved.
  • Performs as a capable manager by communicating and negotiating project deadlines, project scope, time estimates and schedule changes.
  • Attention to detail throughout the capture and proposal processes
  • Works cross-functionally to generate compliance matrices, schedules and cost estimates to enable competitive pricing and performance in proposal submissions.
  • Forms, leads and manages the assigned proposal team for each proposal to ensure capture strategies, win themes, and discriminators for each proposal are reflected in final submissions, thereby increasing our win rate.
  • Identifies potential capture risks and develops avoidance and mitigation strategies.
  • DoD acquisition and Federal Acquisition and Regulations (FAR) knowledge and experience
    • Develop proposal library (Templates, outlines, compliance matrices) and annual bid/proposal budgets.
    • Ensure submissions are timely, accurate, complete and 100% compliant with RFP requirements and editorial specifications as well as corporate quality and branding standards.
    • Other duties as assigned to support the business development, marketing and proposal functions.
Basic Qualifications:

  • Strong working knowledge of MS Office Suite, with advanced knowledge of MS Word.
  • Demonstrated ability to identify, resolve and overcome obstacles, applying simple problem-solving techniques.
  • High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
  • Exceptional interpersonal, organizational, communication and time management skills
  • Strong attention to detail and follow-up skills.
  • Ability to work well under pressure, juggle tasks and work efficiently against deadlines.
  • Ability to maintain confidentiality of sensitive information within and external to HPA.


Preferred Qualifications:

  • Track record of writing winning proposals for the DOD and / or IC
  • Advanced skills in Microsoft Office Suite, basic graphics, web applications, Adobe, etc.
  • Association of Proposal Management Professionals (AMP) certification.


Education

  • Bachelors degree in business, marketing, communications, management, or related field.
  • 5-10+ Years federal capture or proposal experience.


Clearance Level Required: Active DoD Secret clearance required. TS/SCI clearance preferred

Travel:10%

Salary depends on relevant work experience, education, training, essential skills, and/or other factors such as specialized or high-demand professions. In addition to the annual salary, the position will be eligible for an annual bonus.

Salary: $110K - $140K

Salary depends on relevant work experience, education, training, essential skills, and/or other factors such as specialized or high-demand professions. In addition to the annual salary, the position will be eligible for an annual bonus. The pay range for this job level is a general guideline only and not a guarantee of salary or annual bonus.
