Job Overview
The Business Support Manager’s responsibilities will include drafting and launching clear, concise compliance cross-functional policies and guidance, training employees and third-party service providers on compliance related matters, interpreting complex legislation and regulations pertaining to government contractors’ compliance and ethical responsibilities, and providing guidance to senior management on compliance issues affecting the government contracting industry. The manager will act as a liaison with other functions across the CGS enterprise (i.e., Risk, Finance, Procurement, , Legal, and Operations). The incumbent will manage and solve problems below the level of the Director, offering recommendations and measuring progress through the development of qualitative and quantitative metrics. This position will work proactively with other departments and subsidiaries to assess and improve internal controls and business processes to enable the company to achieve its business goals and objectives in a compliant manner. The manager will devise and implement ways of tracking improvements in the performance and operations of the business and will ensure timely and effective completion of projects and initiatives, developing standards, and replicable process improvements focused on response time and issue resolution.

Responsibilities
Essential Duties & Job Functions:
- Create or improve processes, cadence, and structure to advance the reach and effectiveness of the company’s compliance and ethics responsibilities and functions, and the records management program.
- Draft and revise critical policies for the Compliance and Ethics Working Group (CEWG) and other programs, as directed.
- Continue to evolve the CEWG through developing training and education programs for employees on proper roles and responsibilities under policies developed. Will train employees on policies, changes and potential risk areas as required.
- Create open lines of communication and trust with business leaders and employees across the CGS enterprise. Provide coaching and guidance to minimize risk and, promote understanding of compliance. Develop understanding of business needs, objectives, and context unique to each functional area.
- Liaise with other departmental heads to ensure that all business operations are in line with business policies impacting compliance responsibilities.
- Conduct Risk Assessment in conjunction with other department leaders as part of the CEWG. Analyzes the compiled data and recommends courses of action to improve business processes falling below required standards.
- Investigate all related alleged breaches of laws, regulations, and policies and perform corrective actions as needed.
- Collaborate with the General Counsel and Legal Services Director of Operations to implement the company’s compliance program development plan.
- Collaborate with Legal, HR, Finance, and other Internal Auditors to develop and assist in carrying out compliance-related audits and risk assessments.
- Maintain a sound understanding of the business activities and applicable local, state, federal, and international laws, and regulations.
- Identify specific compliance priorities for the company; plan and prioritize activities based on risk on a prescribed cycle (e.g., development of annual compliance plan).
- Assist in updating the company’s Code of Business Ethics and compliance policies, procedures, and resources, as needed, and ensure consistency across those compliance related policies.
- Assist with preparing regular compliance program briefings for General Counsel and CGS senior leadership.
- Lead Records and Information Management initiatives that result in the measurable reduction of costs and/or minimize risks relating to information governance and information classification, access, and disposition.
- Oversee the transition from paper to electronic record-keeping and the implementation of various policies and systems related to physical and electronic record-keeping.
- Work closely with Digital Solutions staff to build records management functionality into the enterprise architecture and to ensure information systems incorporate records management functionality appropriate to the records/information assets they support.
- Develop and implement employee training programs on the proper handling of records according to company policies.
- Maintain and manage the information lifecycle process and the deployment of a legally defensible records disposition process for the company.
- Design and implement policies, procedures, and best practice processes for conducting and documenting investigations, corrective actions, and training materials to ensure appropriate and consistent implementation in accordance with best practices.
- Personify the company’s core behaviors.
- Promote Shareholder opportunities by recruiting, hiring, and developing qualified Shareholders.
- Performs other related duties assigned.
Mandatory:
- Bachelor’s degree in legal, business, or related field from an accredited college or university.
- 10 or more years of both direct management and supervisory roles, with progressively increasing levels of responsibility.
- 10 or more years of demonstrated senior leadership experience (can be combined with 10 or more years of management and supervisory experience).
- Demonstrated ability to develop organizational strategies for compliance by contributing information, analysis, and recommendations to strategic thinking and direction; establish functional objectives in line with the organization.
- Proven history of self-motivation and professional growth.
- Proven record of accomplishment in leadership, managing projects and process improvement.
- Experience planning and leading strategic initiatives.
- Proven record of strong leadership and management skills.
- Proficient in required computer applications including at a minimum Microsoft Excel, Outlook, Word, and PowerPoint.
- Ability and commitment to travel as required to fulfill the duties of the position.
- Ability to pass a background, drug, and credit check.
- Demonstrated ability to develop, implement, and manage change effectively at the senior management organizational level.
- Demonstrated ability to offer an appropriate balance of risk-taking and judgment, while being self-confident and decisive.
