We are leading the transformation of the Department of Defense (DoD) Civilian Personnel Data System (DCPDS) to a cutting-edge Human Resources Management System. This initiative, known as Defense Civilian Human Resources Management System (DCHRMS), harnesses Oracle® Software as a Solution (SaaS) HCM in a cloud environment. Our goal is to consolidate six HR application databases into a unified, cloud-based personnel system.

About The Role

Join our dynamic program team where you'll utilize your Oracle HCM expertise and agile methodologies to drive the transition of DoD customers to this state-of-the-art cloud solution. As a Senior Oracle HCM Cloud Business Analyst, you will play a crucial role in analyzing functional requirements, collaborating with cross-functional teams, and recommending innovative solutions.

Key Responsibilities

  • Translate high-level government requirements into actionable functional specifications.
  • Conduct thorough systems requirements analysis and industry best practices assessment.
  • Perform detailed fit and gap analysis, providing recommendations for Oracle SaaS applications.
  • Develop User Stories and Requirements Traceability Matrix (RTM) using Atlassian Jira.
  • Lead design discussions, ensuring alignment with HCM functions and project milestones.
  • Act as a subject matter expert, communicating requirements and design recommendations to stakeholders and Scrum teams.
  • Collaborate closely with Cloud Analysts, developers, and testers to resolve issues and dependencies.
  • Participate in continuous learning opportunities to enhance cloud implementation knowledge and Oracle HCM SaaS expertise.
  • Document concepts comprehensively and facilitate knowledge transfer within the team.

Basic Qualifications

  • Proven experience in eliciting and documenting technical requirements, conducting fit and gap analysis.
  • Excellent verbal and written communication skills.
  • Strong team player with a collaborative approach to knowledge sharing.
  • Critical thinking and decision-making abilities to address customer needs.
  • Ability to thrive in an agile, fast-paced environment.
  • Must be a US Citizen and meet eligibility requirements for a position of public trust.

Job Details

  • Job Type: Full-time, Contract, Temp-to-hire
  • Pay: Up to $60.00 per hour
  • Expected Hours: 40 per week
