We are seeking a highly skilled Business Development Manager focused on capturing new opportunities within the U.S. Federal contracting industry. This role will play a vital part in Delaney's Business Development efforts by conducting research, analyzing market trends, and identifying and triaging potential contract opportunities. This person will be responsible for developing winning capture strategies, building strong relationships with government agencies and industry partners, and ultimately, helping Delaney Tech secure lucrative contracts.


Responsibilities:

  • Conduct targeted research to identify potential government contract opportunities aligned with Delaney Tech's capabilities and strategic goals.
  • Analyze government solicitations, Request for Proposals (RFPs), Requests for Information (RFIs) and other procurement documents to understand requirements, evaluation criteria, and competitor landscape.
  • Assist with the development and preparation of compelling capture plans and teaming strategies.
  • Support Proposal Manager with RFP and RFI content.
  • Maintain and update business development databases.
  • Support all phases of customer relationships, business development, and proposals with emphasis on identification, qualification, and capture phases.
  • Identify and qualify prospective teaming partners.
  • Develop and give presentations to prospective clients and internal executives.
  • Periodically travel to attend in person meetings with customers or potential teaming partners as well as industry related conferences and events.


Required Qualifications:

  • Bachelor's degree
  • A minimum of 5 - 8 years of business development experience focused on Federal customers with demonstrated understanding of the U.S. government contracting process and acquisition.
  • Proficiency in Deltek Suite, Salesforce, and Sharepoint.
  • Must have excellent communication and presentation skills.
  • Experience and comfort interfacing at all organization levels, to include executive and senior Federal SES leaders.
  • Proven ability to meet goals and deadlines.
  • Strong social skills - excellent verbal and written communication skills.
  • This position requires U.S. citizenship due to Federal Government security clearance requirements.


Knowledge, Skills, and Abilities:

  • Must be eligible to work in the U.S. and can pass a background investigation.
  • Currently possess or has the ability to successfully obtain a U.S. security clearance.
  • Ability to travel up to 50% to meet with current and potential customers / partners and to attend industry related conferences on behalf of Delaney Tech.
  • Connections within DoD, VA, DHS, or other Defense industry individuals is a plus.
