The Quality Measurement and Research Group (QMRG) is responsible for health care quality content development and knowledge curation for a wide range of topics. Representing over 115 staff of varied skills, subject matter expertise, and service capabilities, the department is responsible for annual revenue of approximately $30M and an operating budget of approximately $15M.

Reporting to the Vice President of Quality Sciences, the AVP of Quality Sciences will support the VP’s portfolio of projects and initiatives including:

  • Align and integrate research, measure development and innovation with consumer facing implementation (public reporting, accreditation, and recognition) and NCQA products.
  • Integrate and steward the Center-Wide and intergroup process of content development which guides all research activities in the Knowledge Centers.
  • Support all VP led internal NCQA initiatives to ensure timely progress, adherence to deadlines and expectations (Behavioral Health Strategy, PCMH Revitalization, Data Partnerships).

The AVP will be responsible for supervising the budgets and the project portfolio across four Centers - Health Equity, Behavioral Health, Chronic Conditions, and Population Health, including tracking of all internally and externally funded tasks (timelines, deliverable status, funding, etc.), staffing allocations, hiring, recruitment, management of team resources, and will ensure alignment of all operations within the Knowledge Centers with initiatives for QMRG strategic plan, mission, vision, and values.

Key responsibilities include:

  • Collaborate with the Transformation Office to develop and lead project management tools and methodology for all Knowledge Centers to ensure effective and efficient project delivery for all tasks across a mixed portfolio of internally and externally funded projects.
  • Develop and maintain process and procedure documents, as well as provide design and structure feedback for database templating.
  • Provide guidance mentorship and training of Center Operations Directors (4-6 staff) to support planning, monitoring, and optimizing Centers’ operations (allocations, resource planning, and budget).
  • Work with the VP of QMRG Administration and Planning to support aligned and integrated budgeting, forecasting, analysis and resource management.
  • Streamline processes and communications across internal stakeholders (experts, analysts, etc) to optimize efficiency and product quality for all measure cycle deliverables. This position is expected to be in constant communication with QMRG leadership and management and able to anticipate and address staffing, budgeting, and other operational needs.
  • Develop effective tracking methods for internal resources spent knowledge transfer among Centers.
  • Develop KPIs across Knowledge Centers and expertise groups based on the overall measure prioritization & innovation tool.
  • Collaborates with Transition Office to develop long-term planning and strategies for project management development aligned with organizational goals and vision.

 

Requirements:

  • Bachelor’s degree in relevant field, e.g., public health, health policy, health sciences and extensive work experience. Project Management Professional certification or similar. Master's degree preferred.
  • 8+ years of work experience in federal contracting and quality measurement; developing, managing and monitoring budgets; project management with multiple leaders and staff management; projecting resource utilization, conducting analysis to inform resource requests, allocation and planning. 

  • Facility working with multi-disciplinary teams representing all diverse identities encountered in the US population. 
  • Knowledge of tools for budget and forecasting.
  • Experience with executive planning and operations.
  • Extensive management of funding, expenses and anticipating program needs. 
  • Demonstrated ability to exercise appreciable latitude for independent judgment and action. 

 

Compensation & Benefits:

  • For new hires, this position pays in the range of $175K - $200K per year, depending on experience.
  • This position is eligible for an annual incentive bonus, payable in accordance with policy.
