The Iowa Law Enforcement Academy (ILEA) is seeking applicants for the position of Attorney 3.
The basic purpose of this position is to provide ILEA with legal counsel, review contracts, create memos and reviews, and offer advice for the agency when dealing with legal issues.
Duties And Responsibilities
Provides senior administrative management, supervision, leadership and direction for the legal services function of the agency.
Assists with day to day questions regarding Iowa Code and Iowa Administrative Code.
Assists with revision and updates of 501 Iowa Administrative Code.
Prepares executive briefings and reports for the Academy Council, including motions, recommendations, and reviews of files related to agency licensing sanctions.
Reviews investigative files and handles sensitive information. Drafts voluntary surrender notices and settlement agreements.
Provides legal advice and recommendations to Director and senior-level executive staff based upon extensive collaboration and discussions with the Attorney General's Office.
Provides legal assistance in drafting, negotiating, and administering a wide variety of complex contracts for procuring services, equipment, training facilities and supplies for the agency.
Researches other state structures for Basic Academy and P.O.S.T duties, including minimum standards, audits, curriculum, and administrative hierarchy.
Creates and provides training for Basic Academy recruits, including Ethics, Academy Council role, and the contested case process in Iowa.

Required Qualifications
J.D. degree required
Preferred Qualifications
Knowledge of Iowa Code 80B, 80D, 80F, and Iowa Administrative Code 501
Knowledge of and experience in implementing Robert’s Rules
Knowledge of legislative procedures and processes in Iowa
This position will work on-site at the Academy.
This is a non-merit position with t he Iowa Law Enforcement Academy (ILEA).
Selectives
354 Law Degree
Possession of a law degree from an accredited institution.
Minimum Qualification Requirements
Graduation from an accredited law school and the equivalent of five years of full-time successful and responsible experience in the practice of law;
OR
the equivalent of three years of full-time experience in the practice of law in the employing agency shall be considered as qualifying experience.
