Job Summary

Under the direction of the Director of Federal Government Relations, the Associate Director is responsible for planning and implementing the federal relations program related to UCSF's research mission. The Associate Director will serve as the liaison between the campus, members of Congress, their staffs, executive branch agencies, and other federal organizations by building and strengthening relationships with stakeholders to advocate for policies and federal funding to advance UCSF's research mission. This position will collaborate with the Vice Chancellor for Research, the UC Office of the President (specifically the D.C. office), and faculty and staff leadership throughout UCSF. The position also facilitates positive relationships with federal government officials and mitigates any actions, concerns, or opposition that would adversely affect the UCSF.

The Associate Director of Federal Government Relations plans, develops and implements strategies for government outreach, to include developing and advancing policy positions through liaisons with governmental staff and partnering with peer organizations and trade associations to advance mutual priorities.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $105,900 - $140,000 (Annual Rate).

Department Description

UC San Francisco is a hub of discovery and innovation and is pivotal in the global dialogue of health and life science as an integral member of the dynamic Bay Area community. The Office of Community & Government Relations (CGR) is responsible for cultivating and maintaining relationships with elected officials at the local, state, and federal levels, as well as community members and organizations, on behalf of UCSF. CGR also coordinates the University's response to a wide range of political and policy issues and advises administrators and faculty on strategies to facilitate dialogue with government and community leaders.

Required Qualifications

  • Bachelor's degree in a related area and 5 years of directly related work experience; and/or equivalent experience/training.
  • Demonstrated effectiveness in planning and executing programs on a federal level to advance issues or policies in Congress and/or within federal departments or agencies
  • Advanced knowledge of practices and procedures associated with building and maintaining effective working relationships with all levels of internal and external constituencies.
  • Advanced written, verbal, and interpersonal communication skills, including skill to produce information that is appropriately presented and effectively received by target audiences.
  • Active listening skills, including advanced critical thinking and analytical skills.
  • Skill to recognize potential policy and regulatory areas of institutional concern and address, resolve and / or mitigate problems or issues.
  • Advanced knowledge of the legislative process, including organization procedures and the budget and appropriations processes.
  • Advanced skills to read, interpret, understand and respond to pending and proposed legislation, including skills to write effective position statements and draft proposed legislation.
  • Expert knowledge in Microsoft Office Suite.

Preferred Qualifications

  • At least five years of related work experience with Congress or the Executive Branch in roles of increasing responsibility.
  • Ability and discipline to work autonomously and independently without daily supervision
  • Advanced project management skills, including skills to plan and implement successful events with federal stakeholders.
  • Advanced knowledge of the UCSF, its vision, mission, goals, objectives, achievements, issues of concern and infrastructure.
  • Advanced knowledge of policy and regulatory issues impacting the scientific and biomedical research community and familiarity with third-party organizations advocating on science policy issues.
