About The Role The Associate Attorney reports to and supports the General Counsel of DC PCSB in rendering counsel and advice to the Executive Director, Board members, and agency staff on legal and policy issues. The Associate Attorney will develop and apply a wide range of legal and policy knowledge, expertise, and judgment in all phases of DC PCSB's operations, including but not limited to the application of the DC School Reform Act, contracts and procurement, ethics, employment issues, data and privacy, open government laws, and education law. Approximately half of the Associate Attorney’s time will be focused on policy work. The Associate Attorney will support subject matter experts in developing, revising, and maintaining agency policies, including creating strategies for policy-related communication and stakeholder engagement. Ideally, candidates should have one to three years of relevant experience and be professionally curious and passionate about laws and policies related to or impacting charter schools.
Core Responsibilities • Develop and maintain official agency policies and related materials • Ensure policies align with relevant laws, regulations, and guidance and support agency objectives and practices • Manage the policy development and revision process, including internal and external stakeholder engagement • Under the guidance of the General Counsel, provide counsel and legal advice on all aspects of DC PCSB’s operations, including the application of the DC School Reform Act, contracts and procurement, ethics, employment issues, data and privacy, open government laws, and education law • Draft and review legal documents, including procurement and consultant contracts and agreements, charter agreements, charter amendments, memoranda, and correspondence • Respond to Freedom of Information Act (FOIA) requests Competencies and Qualifications • A Juris Doctor from an accredited school of law is required • Must be licensed to practice law in the District of Columbia or submit an application for admission to the Bar of the District of Columbia within 90 days of employment • One to three years of relevant experience required (may be a combination of legal and policy experience) • Excellent communication skills, including comfort with occasional public speaking • Excellent legal research and writing skills, including the ability to write clearly and concisely for a variety of audiences • Must demonstrate attention to detail and an ability to proofread and edit both their own and others’ work product • Strong organizational skills and project management • Strong personal judgment • Skilled in recognizing legal principles and practices pertinent to Federal and local laws, codes, and regulations • Must be solution-oriented • Must express comfort and willingness to discuss, learn, and implement a REDI framework, using it to build relationships, navigate conversations, and support the mission, vision, and values of DC PCSB • Experience with the DC education system is preferred
Compensation and Benefits Salary is competitive and commensurate with prior experience in a similar role. DC PCSB offers a comprehensive benefits plan covering 100% of the employee’s insurance premium. In connection with our REDI commitments, and to limit pay inequities within our organization, there is a non-negotiation policy built within our compensation system. The salary for this role is $95,000 - $105,000.
