Summary
Employee is responsible for the oversight of Public Works capital projects and the interpretation and enforcement relevant to the City’s Stormwater Program to ensure compliance with City, State and Federal requirements. Reviews and inspects site development plans for erosion and sediment control. This position is under the supervision of the Public Works Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
While performing the duties of this job, the employee is frequently required to stand, walk, climb, and/or balance. The employee is required to reach, stoop, kneel, crouch, and crawl. The employee is regularly required to lift and move up to 25 lbs., frequently lift and/or move 50 lbs., and occasionally lift and/or move up to 100 lbs. Specific vision abilities required by this job include distance and color vision.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Oversee TDOT projects including multi-modal, signalization, paving, and other capital projects. Assist with grant documents for these projects.
- Schedules and prepares specifications and bid packages, and works with engineering consulting firms on current and future projects.
- Makes periodic inspections of work sites to ensure work is being conducted in a safe, effective and efficient manner.
- Responsible for the interpretation and enforcement relevant to the City’s Stormwater Program to ensure compliance with City, State and Federal requirements. Reviews and inspects site development plans for erosion and sediment control.
- Interprets and applies city ordinances, regulations, and policies pertaining to subdivisions, zoning, drainage systems, and other applicable areas.
- Manage City’s stormwater pollution prevention program; review and assure implementation of commercial and residential pollutions plans and permits.
- Conduct inspections and investigations to ensure compliance; monitor to ensure violations are corrected or addressed by appropriate agency with regulatory authority.
- Coordinate and monitor water quality and sampling to assure the City meets requirements as mandated by State under Phase II Permit guidelines; interpret data to determine stream health and potential for future problems.
- Coordinate programs in stormwater education/information to community groups, schools, and others; participate in environmental projects, press releases, special events, stream clean-ups, and other programs; prepare and distribute educational materials and brochures to target specific groups.
- Communicate with other departments, private developers, engineers, local businesses, regulatory agencies, environmental organizations, the public, and others as needed to coordinate work activities, review work status and compliance issues, share information, and solve problems.
- Review, generate and process various forms, reports, data sheets, correspondence, lab reports, permit applications, maps, graphs, charts, surveys or other documents based on state and federal requirements, statistical data, or research materials related to stormwater and water quality.
- Recommends capital improvement projects; assigns and reviews capital improvement projects.
- Performs other related duties as assigned. In the absence of the Public Works Director and the Crew Superintendent directs, supervises and subordinates in the department.
- Techniques, equipment, and supplies used in engineering and street construction and maintenance.
- City, State, and Federal laws, ordinances, rules, and regulations, policies and procedures; Phase II Stormwater Permit requirements.
- Microsoft Office software, AutoCAD, ArcView GIS, mapping, and other drafting and mapping software.
- Ability to read and interpret plans, inspect sites and recognize violations. Understand methods and applications to gain compliance with Phase II and local stormwater ordinance requirement.
- Organizing and prioritizing work; analyzing and interpreting data; budgeting; interpreting plans and specifications; reading and interpreting blueprints; operating a computer and calculator; oral and written communication.
- Bachelor’s Degree gained through four-year college/university academic program, specialized training or experience of equivalent length.
- Must obtain TDEC Level I Erosion Prevention & Sediment Control for Construction Sites (EPSC) and Stormwater Control Measure (SCM) certifications within 6 months of hire date.
- Possession of or ability to readily obtain a valid Driver’s License issued by the State of Tennessee for the type of vehicle or equipment operated.
