Pay
This position is an exempt position at pay grade 314.
Attendance
Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview
The Assistant Director of Operations and Maintenance reports to the Director of Aviation. Manages a minimum of two (2) Managers who oversee the following divisions: Facilities Maintenance, Airfield Maintenance, Operations, Airport Information Technology Services, and has a general concept of Public Safety operations. The position will act on the Director's behalf when Director is not available.
Responsibilities
Supervise Managers who are responsible for the daily operations of their divisions including assignment of projects, performance and coordination/reviews.
Manage, plan, organize and implement departmental programs in accordance with goals set by the Director. Advise the Director of important and/or sensitive issues and take appropriate action to address them.
Be a critical liaison with the City Council's staff, City Manager's office and key community, neighborhood, and business leaders on environmental and other regulatory matters.
Conducts long range planning including capital and organizational strategies. Oversees the development of the operational and capital budgets working with Finance and other Managers to meet the needs of the organization utilizing planning meetings and workshops.
Communicates and implements department/city-wide strategies so that all employees, partners, and stakeholders understand CCIA’s goals and how their work connects to those initiatives.
Develops the strategic plan for incorporating information technology into the organization to meet the goals of the department.
Continuously evaluates security systems using a proactive and modular approach to improve the overall security of the Airport as well as meeting the requirements of the Transportation Security Administration.
Responsible for the technology infrastructure, and the integration of new hardware and software to improve security and efficiency.
Applies for and utilizes grants to offset the costs of implementing new technology.
Manages the automated access control, closed circuit television, fire alarm, live scan fingerprint, security badge, and lock and key systems for the airport campus through the use of third-party vendor service agreements, and by coordinating with the Airport and City staff.
Performs other related duties and fulfills responsibilities as required.
Minimum Qualifications
Bachelor’s degree in Business Administration or Public Administration
Minimum of seven (7) years of experience
Extensive knowledge in FAA Part 139 and TSA 1542
Extensive knowledge of aviation safety and security, capital improvement, FAA AIP grants and PFC application processes
Licenses and Certifications
Required
A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Required within one (1) year of employment
NIMS 100, 200, 300, 400, 700 & 800
Preferred Qualifications
Certified Member of the American Association of Airport Executives (AAAE) or Airports Council International (ACI)

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.
