Department Profile
The Finance Division reports to the Chief Financial Officer and consists of some 3,000 employees worldwide. Finance protects the Morgan Stanley franchise by serving as guardian of the Firm’s books and records, and by contributing to firm wide risk management and risk reduction. This division maintains relationships with Morgan Stanley’s various industry and government regulators, and also serves as the conduit of financial information to the outside investment community. Finance plays a critical role as advisor to Morgan Stanley’s various businesses and its senior management team.
Regulatory Policy – Americas
The Americas Regulatory Policy team is responsible for overseeing Morgan Stanley’s interpretations and policies of Basel-based regulatory capital and liquidity requirements. The Team also provides regulatory trade advisory, participates on various governance committees associated with regulatory capital, monitors evolving regulations, contributes to industry and firm advocacy efforts, and supports implementation of new regulations.
Primary Responsibilities
This individual will be a senior member of the Americas Regulatory Policy group and be responsible for providing subject matter expertise as it relates to Basel/Federal Reserve regulatory capital and liquidity standards, interpretations, and implementations of new regulations. The individual will take part at various firm governance committees, lead regulatory advisory services related to new or complex transactions to advise on regulatory implications, and coordinate and communicate with the other regions to deliver cohesive global responses. This individual will also develop and maintain effective working relationships with US regulators and represent the firm for various industry advocacy efforts.
Skills Required
- 3-5 years of experience in regulatory policy or counterparty credit risk
- 3-5 years of financial Services/Banking/Capital Markets industry experience
- Subject matter expert on the Federal Reserve’s regulatory capital rules, including the Basel 3 Endgame proposal, with a preference for Fundamental Review of the Trading Book, SA-CCR or securities financing transactions expertise
- Strong knowledge of capital markets businesses and traded products
- Excellent written and oral communication, interpersonal and client service skills
- Effective interpersonal communication and confidence interacting with senior management across and outside of the FinanceDivision
- Strong analytic, writing and presentation skills, including ability to summarize complex business problems and detailed analysis with clarity and brevity
- Proven track record of working with teams and ability to work across organizational boundaries
- Strong organizational skills, including the ability to coordinate, prioritize and manage multiple projects
- Proficient in Microsoft Excel, high degree of technical proficiency
- Undergraduate degree; MBA, CPA and/or CFA is a plus
Expected base pay rates for the role will be between $85,000 and $135,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
