SUMMARY

The Aircraft Plans, Scheduling, and Documentation (PS&D) Program Manager develops policies, procedures, and guidelines for the planning, scheduling, and maintenance documentation of Civil Air Patrol's (CAP) geographically dispersed aircraft fleet, which consists of hot air balloons, gliders, and powered aircraft. They are responsible for developing and managing a comprehensive fleet maintenance and scheduling plan/program and constructing proactive schedules to meet the maintenance plan objectives that comply with CAP directives and Federal Aviation Administration (FAA) standards. The role develops and manages the aircraft configuration management program to ensure accurate tracking and accountability of all aircraft and installed equipment and appliances. This role is also responsible for the tracking and monitoring of Airworthiness Directives (ADs), Service Bulletins (SBs), Service Instructions (SI), Service Letters (SL), Time Change Items (TCI), and other special inspections to determine applicability and completion as required. The PS&D Program serves as the office of primary responsibility (OPR) for CAP's aircraft maintenance and management information system and monitors the system for data integrity, accuracy, and timeliness to ensure required maintenance actions are accomplished and adequately documented. The PS&D Manager is ultimately responsible for coordinating with CAP aircraft maintenance staff and aircraft and parts manufacturers on maintenance trends, monitoring aircraft logbooks, and developing key performance indicators (KPIs) to gauge the success of the aircraft maintenance plans, scheduling and documentation program, as part of the more significant effort to optimize CAP's operational capability.


The ideal candidate will possess:

  • An associate's degree in aircraft fleet management/maintenance or a related field is required.
  • Senior-level experience in PS&D strategies; strong understanding of aircraft planning, scheduling, configuration management and asset management.
  • Experience managing geographically dispersed and remote employees.
  • Federal Grants and 2 CFR 200 experience highly desired.
  • Must be proficient in Microsoft Office suite.
  • Familiarity with Microsoft Access and PowerBI highly desired.
  • General Aviation Maintenance Management experience highly desired.
  • Excellent communication skills with the ability to articulate complex ideas clearly and persuasively to a broad scope of audiences.
  • Strong analytical skills, with the ability to synthesize quantitative and qualitative data from various sources and generate insights and recommendations.
  • High-level interpersonal skills, with the ability to collaborate with people at all levels of the organization and across various backgrounds, perspectives, and lived experiences.
  • A visionary mindset, with the ability to identify opportunities for innovation and translate them into actionable strategies.
