Advocacy Advisor (Consultant)

The consultant will assist the Initiative Director in the following activities: 


  • Activity to inspire and educate Congress and the Federal Agency Leadership on nutrition in the first 1,000 Days .
  • Organize and / or support Congressional briefings for Hill staff and legislators (anticipated 3-4). 
  • Respond to office requests for feedback on legislation, budgets, requests for information related to USG global nutrition programming. (Amount TBD, based on incoming requests).
  • Regular Congressional outreach on 1,000 Days priorities via email, phone calls, meetings letters, or other forms of communication.
  • Support Policy and Advocacy Director to manage the 1,000 Days Advocacy Working Group and Nutrition CEO Council engagement. 
  • Track key policy developments on Capitol Hill and provide updates to the Policy and Advocacy Director.
  • Lead outreach on nutrition to relevant agencies.
  • Develop background materials and talking points for USG meetings for senior staff, Congressional Hill Briefings, or other related meetings as requested by Initiative Director and Global Advocacy and Policy Director.
  • Lead coalition efforts to influence appropriations and increase spending on global nutrition, with a special focus on the Global Health Programs Nutrition Sub-Account.
  • Coordinate activity to lift Congressional and Administration champions on social media in support of the Associate Director of Communications and the Policy and Advocacy Associate Director.


Anticipated Timeline 

The Initiative Director at 1,000 Days will be the technical monitor for the Consultant. This is a short-term opportunity that is anticipated to last from July to December 31, 2024. 


Anticipated Contractual Mechanism 

FHI 360 anticipates issuing a Daily/Hourly Rate/not-to-exceed contract to the offeror(s) whose proposal is most advantageous. The agreement will be issued to the responsive offer that is selected as the highest scorer on a best value basis. Payments will be based on actual hours worked on approved activities. Certified invoices will be submitted on a routine basis and payments will be contingent on timely submission and approval of deliverables. The consultant agreement will consider an estimated 18-20 hours of effort a week at the negotiated hourly rate.
