Main Purpose of Job
The main purpose of this full-time position will be to serve as the Administrative Services Manager and perform full professional work for the Office of Enterprise Technology in the procurement of commodities, equipment, solicitations, contract, services and agreements.
This position will be responsible for the processing of complex procurements, serving as a program expert and resource person, training staff and ensuring that the Office of Enterprise Technology’s (OET) procurement of services is done in accordance with the State Finance and Procurement Article, COMAR Title 21 and various policies and procedures established by the Board of Public Works, Department of Information Technology and Department of General Services/Office of State Procurement.
In addition, this position will supervise two lower level procurement staff.
PLEASE NOTE: This position is hybrid telework eligible.
Minimum Qualifications
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : Six years of administrative staff or professional work.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Notes
- Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
The desired candidate should possess the following:
- FMIS (ADPICS and RSTARS) experience.
- Experience with State of Maryland CPC program.
- Experience with GAD accounting procedures.
- COMAR Title 21 proficiency.
- CMPA or CMPO certification.
