Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

The Office of Aging and Adult Services (OAAS) was formed within the Louisiana Department of Health (LDH) as a healthcare reform initiative, bringing together long-term support and service programs located within LDH that serve the elderly and people with adult-onset disabilities. OAAS is committed to developing a long-term care system that provides choice, ensures quality, and meets the needs of consumers and caregivers in a fiscally responsible manner.

The Administrative Program Specialist A functions in support of the Deputy Assistant Secretary of Programs, performing highly responsible and complex duties for OAAS. The work must be done with a high degree of initiative, requiring the incumbent to prioritize multiple demands and to problem solve. Incumbent must manage detailed and complex workflows that involve various situations, issues, and problems and will be required to respond to changes in priorities and multitask.

The position requires excellent customer service and data management skills and a thorough understanding of Microsoft applications. The incumbent is knowledgeable about and adheres to laws, rules, regulations, policies, and procedures for LDH, OAAS, Civil Service, and other appropriate state and federal licensing and governing bodies. Essential duties include, but are not limited to personnel and records management, payroll management and time administration, emergency preparedness, program integrity, administrative support, and other duties necessary for the smooth operation of OAAS.
