Job Description: ACT1 Federal is seeking a Acquisition Analyst in Silver Spring, MD. In this role, the Acquisition Analyst shall provide procurement/acquisition/contracting expertise sufficient to identify, understand, analyze, articulate, and ensure compliance with acquisition/contracting regulations, guidelines, policies, processes, and procedures as defined by the Federal Government, DoD, MHS, Army/MRMC, and DHA. Specifically, you shall provide expertise with requirements of the Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS).
Responsibilities:
Assisting Contracting Officer Representatives (COR's) in drafting and developing Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWS) and Performance-Based SOWs (PBSOWs)
Communicating/Interacting with COR's on a daily basis and having knowledge of COR functions
Preparing Procurement Requests (PR) packages and monitor their status throughout the DHA Contracting Office Division (COD), and the United States Army Medical Research Acquisition Activity (USAMRAA) procurement process
Processing PR packages through the DHA Defense Agency Initiative (DAI) or government designated Financial Management Systems
Assisting in drafting special clauses and provisions to address DHA, USAMRAA, or unique program situations
Assisting COR's in writing sole source justifications
Supporting the development of acquisition strategies and plans for DHA procurements
Assisting COR's in developing the Independent Government Cost Estimates (IGCE's)
Assisting COR's in preparing and drafting Market Research documents
Assisting COR's in Quality Assurance Surveillance Plan (QASP) development
Tracking contract expenditures (i.e. burn rate) on all contracts
Assisting the DHA COR's with Contract Closeout
Assisting COR's with invoice certification
Generating source selection plans, evaluation worksheets, and templates; and monitor the Source Selection Evaluation Board (SSEB) Process
Communicating and interacting with the DHA and the USAMRAA Contracting Activity in tracking status on acquisition procurements
Assisting in the preparation of Standard Operating Procedures (SOPs) and Administrative Policies in acquisition support
Participating in reporting and analysis activities
Requirements
Bachelor of Art or Science
Minimum 5-7 years of experience in acquisition support of defense contracts, Defense Health Agency contracts preferred
Ability to work independently and with minimal direct supervision
Experience with Microsoft Office products
Ability to present and communicate materials to various audiences
Familiarity with the FAR and DFAR acquisition regulations
