Description

We are seeking an experienced Accountant to join our team and support our Federal Programs. As a Federal Programs Accountant, you will play a pivotal role in overseeing the financial recording and reporting for all Federal Programs.

Your responsibilities will encompass reconciling accounting records with federal programs software to ensure precision and compliance. Additionally, you will be tasked with fostering effective collaboration and cultivating strong relationships with internal teams and external program administrators.

This role demands a detail-oriented individual with a solid grasp of accounting, a willingness to master federal program regulations, and exceptional communication skills.

In this role, you will be responsible for the following:

Financial Reporting

  • Responsible for the financial recording and reporting of all Federal Programs and Idaho Housing and Finance Association (IHFA) Business Activities to the Department of Housing and Urban Development (HUD) Real Estate Assessment Center (REAC). Extensive knowledge of IHFA’s annual financial statement is required for REAC reporting.
  • Responsible for ensuring that electronic reporting to HUD is timely and accurate.
  • Responsible for creating spreadsheets and reports as needed by Association personnel.
  • Required to stay informed of HUD rules and regulations, Federal Program changes, and reporting requirements.

Audit

  • Complete audit related schedules, provide technical support and prepare quarterly and annual reports as required by management and HUD regulations.
  • Assist in the preparation of accurate and timely audit related confirmations and auditor requests.

G/L Integrity

  • Perform reconciliations of federal programs general ledger accounts in JDE to IDIS and LSAMS.
  • Reconcile federal programs general ledger with supporting schedules for audits.

Federal Administrative/Management Fees

  • Maintain schedules of administrative fees earned by the Association.
  • Ensure correct “Management Fee Rates” used in Association revenue calculation.
  • Input changes in management fee rates from the current Federal Register into HAPS subsystem.
  • Request from HUD and follow-up on annual appeal for higher administrative fees.

Cash Funds

  • Ensure the drawdown of Federal funds is accurate.
  • Draw down Federal funds using HUD's eLOCCS and IDIS.
  • Review all payment vouchers for HUD programs.
  • Monitor schedule of received and earned HUD funds and notify administration of any shortages.

Requirements

  • Extensive knowledge of Excel is required.
  • Bachelor's degree in accounting is required and/or equivalent combination of experience and training with a minimum of three to five years related experience.
  • Preference for candidates that have knowledge of accounting for Federal Programs administered by the Department of Housing and Urban Development (HUD).
  • Knowledge of HUD’s software systems for Housing Choice Voucher (HCV) and Voucher Management System (VMS) is preferred.
  • Ability to maintain an effective working relationship with Association personnel while adhering to designated accounting policies and procedures.
  • Ability to work independently to schedule, organize, plan, prioritize and meet mandatory deadlines.
