The Accountant will manage and analyze the County budget to assist management in making sound financial decisions for the present and future. He/she will perform monthly and year end accounting processes; assist in the collection, preparation, and analysis of financial data in accordance with all local, state, federal, and financial reporting requirements; and manage the cash resources of the County in order to maximize interest revenue and meet payroll, accounts payable, and warrant payable needs.

Starting Salary is Negotiable Based on Relevant Experience: $27.03 - $29.84 an hour / $52,708.50 - $58,188.00 annually

Work Hours: This position will work and be paid for 75 hours in a 2 week pay period

Responsibilities
Maintains the budget SQL database and all related software including the integration and automation of software to ensure no duplicate entry
Manages portions of the budgeting process from the design of the database through the approval of the budget and the publishing of the budget document
Analyzes, reviews, and works with departments regarding their budget submissions, which includes negotiating and adjusting departmental budgets
Manages the performance measures and benchmarking processes of the County
Researches, analyzes, and compiles information from other organization in order to benchmark with Cumberland County
Develop and assist in the preparation of presentations
Manages and performs the accounting functions for several funds and reconciliation of accounts, which includes reconciliation and analysis of accounts, routine and non-routine journal entries, analytics, budget adjustments, and monthly close packets
Manages the cash resources of the county as needed to maximize interest revenue and ensure the safety of the investments
Analyzes and transfers cash from funds to the General Fund for reimbursement of expenses and payroll
Updates the Finance website for new documents and updating information
Manages the County agency credit card process, which includes issuing new cards, terminating cards and handling disputes
Position duties may rotate for success planning and other vacancies.
Attends training and seminars as required
Performs other related job duties as required
Qualifications
Bachelor’s degree in Accounting or Business Administration with at least 15 credits in accounting
Experience in budget and accounting preferred
Must possess a thorough knowledge of generally accepted accounting principles, including fund accounting
Must possess knowledge of government accounting and budgets
Must have knowledge of Microsoft Office software
Must possess the ability to maintain confidentiality in regard to client and County information and records
