This chapter addresses caseworkers' perspectives of unwed fathers' involvement in permanency planning in child welfare services for their children. It examines how paternal statuses, namely noncustodial and nonresidential, affect caseworkers' capacity and inclinations to engage unwed fathers in child welfare permanency planning. It also explores how gender, socioeconomic status, child welfare, and family policies and practices collectively shape institutional opportunities and responses to paternal participation among unwed fathers in child welfare services.

In the United States today, nearly one-third of all births occur outside of marriage. While these households include a diversity of family structures, including never-married, divorced, separated and widowed, those headed by single women are more likely to experience chronic poverty and remain the focus of public policy discourse and initiatives regarding family formation. Today, fathers, as a group, are less likely to reside with their children. As such, when caseworkers are faced with the prospect of having to engage unwed, nonresident fathers in child welfare permanency planning, the prospect of doing so raises far more anxiety than relief.
