As I embark on my journey from the military to the civilian sector, I'm struck by the wealth of resources available to support this transition. Attention United States Air Force enlisted personnel, check out this Air Force Times article talking about eye-watering, huge bonuses for a number of critical career fields. 💰 💰 🤑 From the article: "Thinking about reenlisting? Eligible airmen in critical jobs can now nab bonuses of up to $180,000, up from $100,000 in previous years, for agreeing to stay in the service." "Airmen are capped at earning up to $360,000 in selective retention bonuses over the course of their career, and can elect to take the money as a partial payment or up front. They can now opt to reenlist for up to eight years in exchange for the bonus, up from the previous cap of six years." #DidYouKnow Army Civilians must adhere to the Hatch Act? That is a law intended to assure the public that federal programs are being administered fairly and without the influence of partisan politics. Also, military members must adhere to the DOD Directive 1344.10, which also helps avoid the perception of official DoD sponsorship, approval or endorsement of any partisan political candidate, campaign or cause. Active Duty Pay Increase in the NDAA The House passed its version of the National Defense Authorization Act (NDAA), and the Senate Armed Services Committee has approved its version of the bill. Once the Senate approves its bill, a conference committee will be appointed to resolve the differences between the two bills. This final bill will be submitted to the House and Senate for approval. If approved, the bill will be sent to President Biden to be signed into law or vetoed. Much of the focus this year has been on active duty benefits. Both House and Senate versions of the NDAA provide a 4.5% pay raise, which keeps pace with the Employment Cost Index. However, the House NDAA calls for servicemembers E-1 to E-4 to receive an additional 15% pay raise beyond the 4.5% for all active duty members. This proposal is opposed by the White House. The Senate bill has a much less robust increase, calling for an additional 1% increase for servicemembers E-1 to E-3 (beyond the 4.5% raise). Furthermore, the House version would restore BAH to 100% just for FY 2025. The FRA has strongly opposed cuts in BAH benefits and has been working to restore BAH benefits to 100% of housing permanently. The Space Force’s top acquisition official wants authority to effectively blacklist underperforming defense contractors — an ability that now resides with the military official who leads the service’s purchasing field command. The Fiscal 2018 National Defense Authorization Act mandated the creation of a Contractor Responsibility Watch List designed to allow Space Systems Command to hold companies accountable for poor performance and cost overruns. Contracting officials are barred from awarding new contracts or extending options on existing deals with a firm placed on the list. Frank Calvelli, assistant secretary of the Air Force for space acquisition and integration, told lawmakers that while the tool is helpful, he’d like to see it expanded. “It’s been useful. I think it can be more useful,” he said during a House Armed Services Strategic Forces Subcommittee hearing on May 1. “I would love to see the tool expanded and [authority given] to me as the service acquisition executive.” Space Systems Command has never confirmed use of the CRWL. Asked by C4ISRNET in February whether the service has placed contractors on the list, Calvelli declined to comment. He has, however, promoted the use of the tool by acquisition officers. In an October 2022 memo, issued shortly after Calvelli took office, he listed contractor accountability as a key tenet for running successful space acquisition programs. “Take corrective action and consider all tools available for poor performers, including loss of fee, use of the Contractor Responsibility Watch List and, if necessary, stopping a program,” he wrote. “Industry works for you, so be a demanding customer.” #SSC #SpaceForce #DefenseContractors The Next-Generation GPS Operational Control Segment, OCX, will help communicate with the Pentagon's GPS constellation.
