Additionally, he contributed significantly to the overall processing of over 3,000 Travel Claims per month by logging and tracking all claims and training co-workers in a new Automated Travel Pay System.     For professional achievement in superior performance of duties, leading to selection as Junior Sailor of the Year at Personnel Support Activity Detachment, Pensacola, Florida, for the period 1 January 1997 through 31 December 1997. Petty Officer Motley accurately and meticulously processed myriad pay documents, ensuring an error rate of less than one percent. When a co-worker became ill, he volunteered to maintain the clerk's 500 pay records in addition his existing 300 accounts. As a travel clerk, he processed approximately 250 travel claims per week without error. After completing his assignments, he consistently assisted his co-workers with theirs and capably defused confrontational situations through calm, intelligent responses to customer inquiries. His performance exemplified total commitment to excellence and mission accomplishment. Petty Office Motley's personal initiative and superb devotion to his duty reflected great credit upon himself and is in keeping with the highest traditions of the United States Navy.

His uncompromising zeal, exceptional organizational ability, and dedication to excellence directly contributed to the overall success of his division and ensured complete success of the entire Supply Department. Through his own initiative and maturity, he flawlessly maintained approximately four hundred pay accounts. His drive for perfection enabled his division to achieve zero discrepancies in Military Pay Accounts during the June 1995 Supply Management Inspection. He was an instrumental player in the Disbursing Division's receipt of a grade of "Above Average" and the Supply Department's achievement of an overall grade of "Above Average" in the June 1995 Supply Management Inspection (SMI), the highest overall grade awarded to a SUBLANT tender in the last four years. He received numerous commendatory comments from SMI Inspectors regarding the high level of competence and proficiency he employed in his expert utilization of the Uniform Microcomputer Disbursing System and management reports, his aggressive follow-up action taken on pay problems, and his accurate and timely submission of all pay impacting documents.
