In Geneva I discussed with Ngozi Okonjo-Iweala the importance of: ➡️ Mobilizing private sector capital through effective investment facilitation ➡️ Enhancing the conditions to leverage digital trade as a driver of growth and diversification ➡️ Strengthening trade inclusion through trade promotion, trade facilitation and improved firm capabilities to comply with trade regulations. With technical cooperation, innovative financial instruments, region-specific knowledge and convening power, the IDB Group is uniquely positioned to help Latin America and the Caribbean leverage trade for growth and development.

🌍 In #Brazil, the establishment of a 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗲𝗱 𝗰𝗮𝗿𝗯𝗼𝗻 𝗺𝗮𝗿𝗸𝗲𝘁 was envisioned under the National Policy on Climate Change (PNMC) and analyzed in studies such as the PMR Brasil Project (World Bank, 2020b). However, its implementation requires legislative action, as dictated by Article 170 of the Federal Constitution. Currently, multiple Bills (PLs) are being processed in the Chamber of Deputies and the Federal Senate to create a national Emissions Trading System (ETS), with specific structuring likely to come via presidential decree. 💡 The proposed governance structure for the Brazilian Emissions Trading System (SBCE) includes a higher body comprising members of the National Financial System, a deliberative and appeals body from the Interministerial Committee on Climate Change and Green Growth, and an advisory body with representatives from the government and civil society. The Federal Senate's substitute for Bill 412/2022 proposes a governance system involving an Interministerial Committee on Climate Change and a permanent technical group, with operational rules to be defined by the Executive Branch. 📊 For accurate emission pricing, a robust Monitoring, Reporting, and Verification (MRV) system must be established. This includes a national database of emission factors verified by a competent body. Bill 412/2022 outlines emission thresholds for regulated entities, with monitoring starting at sources emitting more than 10,000 tons of CO2e and regulation for those emitting over 25,000 tons of CO2e. 📈 Emissions trading will involve a reduction target or an overall carbon budget distributed and sold, with a portion allocated for free and another auctioned. Initially, free allocations based on historical indicators (grandfathering) are recommended, covering 50% of sectors with competitiveness risks. Predictable auction events will provide transparency and stable pricing, crucial for reducing market volatility and fostering investment. 🌱 Participation in auctions could be open to both regulated and non-regulated agents, enhancing market liquidity and price signaling. The use of offsets, initially limited to 20%, may be adjusted based on international practices. I would like to share with you a new article that I published with my colleagues from INCA, ACT Health Promotion, and ANVISA titled 'Bitter taste of the tobacco industry interference in Brazil' (https://lnkd.in/dBzXiJyS) Although the Brazilian Health Regulatory Agency (ANVISA) published a resolution in 2012 that made Brazil the first country worldwide to prohibit the sale of all tobacco products with any additive that could alter their flavors and tastes to make them more attractive, the implementation of this ban was effectively halted by tobacco industry lawsuits, including a constitutional challenge filed in the Federal Supreme Court in 2013. For the first time in the country, we examined the evolution over time of newly registered tobacco products with additives that would have been banned under the 2012 ANVISA resolution (´counterfactual scenario’). Between 2012 and 2023, a total of 1,112 new registrations of tobacco products with additives were recorded. Worryingly, the spread of hookah tobacco registrations started in 2014; and between 2015 and 2019, there was also a sharp increase in the proportion of hookah use among adolescents and young adults. It's not often that we have the opportunity to directly and explicitly link tobacco industry interference to its negative impact on public health. The tobacco epidemic causes 174,000 deaths annually in Brazil and results in US$ 30.0 billion in direct and indirect costs. Our findings highlight how tobacco industry interference perpetuates and exacerbates this problem. By explicitly exposing the negative impact of tobacco industry actions—primarily aimed at recruiting new users among Brazilian adolescents and youth—we emphasize the urgent need for comprehensive tobacco control measures. These should include tobacco pricing and tax policies, as well as the prohibition of flavors and additives in tobacco products.

The Chief of the United States Southern Command, General Laura Richardson, has sounded the alarm about the threat posed by China’s advance in Latin America. The communist regime has invested billions of dollars in infrastructure projects for economic purposes and potential military operations. China is seeking to conquer America’s backyard. It offers poisoned candies — big projects in exchange for debt traps, unequal trade, and military cooperation. And most alarmingly, China is going beyond working with traditional allies such as Cuba, Nicaragua and Venezuela. The Chief of the U.S. Southern Command said that it is time to go out into the field, to compete for the contracts in these countries while they are still considering deals with China. “We have to accelerate the processes to make economic security national security,” she said. This seems like the best way to contain the Chinese threat, but it needs to start now. India’s exports to Latin American countries are more than to neighboring countries and traditional trade partners   India’s exports of 266 million dollars in 2023-24 to the remote Honduras in Central America are more than the exports of 185 m to nearby Cambodia and 237 m to Kazakhstan. The population of Honduras is just 10 million as against 17 m of Cambodia and 20 m of Kazakhstan.   If you think this is incredible, here are some more:   India’s exports of 920 m to Peru are more than the 670 m to Myanmar. Exports to Brazil (6022 million dollars) are higher than to the traditional trade partners such as Japan (5156 m), Indonesia (5988 m), Vietnam (5470 m) and Thailand (5038 m). We are thrilled to announce the strengthened collaboration between the International Monetary Fund and the Inter-American Development Bank led by both leaders Ilan Goldfajn and Kristalina Georgieva bringing enhanced support to #LatinAmerica and the #Caribbean. In #CostaRica, our partnership has already achieved remarkable milestones, such as the joint work for fiscal consolidation, with coordinated macroeconomic support lending, and the successful completion of the Resilience Sustainability Fund (#RSF). The IDB has been instrumental in designing an innovative budget classification system for climate-related expenditures and developing cutting-edge tools to prioritize capital projects with climate change criteria. Together, we are advancing the legal and regulatory framework for Public-Private Partnerships (#PPPs), including establishing a Project Preparation Facility, announced by the IDB, IMF, and Costa Rica government in the last COP conference in Dubai. This initiative will unlock unprecedented private-sector financing for climate investments, driving sustainable growth and resilience across the region. Today, I attended a lecture by Mr. Jan-Gustav Strandenaes at the SDG Academy and wanted to remind everyone about the upcoming UN #HLPF2024 side event organized by #INTOSAI, which you can participate in online. Mr. Strandenaes emphasized that strong and active governance structures are essential for addressing climate, environmental, and sustainability issues. This is precisely where Supreme Audit Institutions (#SAIs) play a crucial role in holding governments accountable, as exemplified by initiatives like #Climatescanner. Transparency and accountability are key, and this is also the core message of #SAI20: SAIs matter and are central to driving change!

#MUSTREAD | “Mexican migrants in vulnerability: the true demographic bonus of the United States” by Alicia Bárcena, Secretary of Foreign Affairs for @El_Universal_Mx. “Mexicans who live beyond the border are the migrant group that contributes the most to American society. However, many Mexican nationals still remain in vulnerable situations and with limited access to public services or their labor rights, particularly those with an irregular immigration status. Approximately 5.3 million Mexican men and women are burdened with this informality that makes them subject to abuse, especially from groups that stoke xenophobia with their negative electoral narrative. Migrants are not criminals, they contribute honest jobs to survive. Nor are they a burden on the State. According to the American Immigration Council, “Hispanic” households contribute $333 billion in taxes, however, not all receive basic services. The median age, according to the Pew Research Center, is 27.9 years, which is much lower than the overall U.S. population median of 37.8 years. Thus, the population of Mexican origin in the U.S. is largely part of the demographic bonus. We were thrilled to discuss the historic OECD - OCDE expansion strategy in Latin America with Secretary General Mathias Cormann, Trade Minister Manuel Tovar of Costa Rica 🇨🇷, and Daniel Barco, vice minister of finance of Peru 🇵🇪. In addition to our special guests at The Wilson Center, Gita Kothari, responsible for shepherding candidates through the arduous membership process, joined us from Paris, and Catalina Crane Arango, who helped Colombia 🇨🇴 win OECD admission, participated from Bogotá. The path to OECD membership is uncertain for the three regional candidates, Argentina 🇦🇷, Brazil 🇧🇷, and Peru 🇵🇪, but the potential advantages are clear. Meeting the membership requirements requires building a broad consensus for pro-market, pro-trade reforms and strengthening democratic governance. Membership, meanwhile, offers its own rewards, including data for decision making, technical assistance, and high expectations that make backsliding less likely and reassure investors looking for a predictable policy environment. My thanks to the Inter-American Development Bank for its partnership on today’s The Wilson Center dialogue on the green hydrogen industry in Latin America and its importance to regional economic development and the global energy transition. Global interest in producing green hydrogen–using renewable energy to separate the oxygen and hydrogen in water to create a zero-emissions fuel–has ebbed and flowed in recent years, a “green hydrogen frenzy” giving way to “green hydrogen realism,” as Rafael Matas Trillo, of IDB Invest, put it. But leaders in Latin America still have high hopes for this emerging sector. After all, the region is blessed with abundant solar and wind energy and ample space for large-scale clean energy projects, and the technology for producing hydrogen is decades old, CORFO | Chilean Economic Development Agency CEO José Miguel Benavente explained. The high-altitude desert in northern Chile, for example, is “better than anything on Earth” for generating solar energy, James D. Calaway, founder & chairman of MAE Energy, who developed a lithium mine in Jujuy, Argentina, and is investing $2.5 billion in a green ammonia project in Chile’s Atacama desert, said. “Chile is going to be the Saudi Arabia of this industry.” For Latin America, green hydrogen, and the related green methanol and green ammonia industries, promise new jobs and new exports, including to hard-to-decarbonize sectors such as shipping, Maria Florencia Attademo-Hirt (she/her), of the Inter-American Development Bank, explained. They also offer other economic opportunities, including a clean fuel source for energy-intensive local industries, such as mining and agro-industry, and for attracting foreign companies committed to producing steel or cement or operating data centers with minimal environmental impacts. Though many projects remain in the early stages, South American countries such as Uruguay are designing “pioneering and innovative” approaches to the energy transition, Elisa Facio, Uruguay’s minister of Industry, Energy, and Mining, said.
