    On July 15, 2014, the Department of Defense (DoD) issues a proposed change to the Defense Federal Acquisition Regulation Supplement (DFARS) Business System Rule. The proposed rule would require government contractors who are subject to the DFARS Business System Rule to perform and certify to annual self evaluations of their Accounting System, Estimating System and Material Management and Accounting System. Additionally, DoD contractors would need to engage an independent CPA firm to perform…

    On July 15, 2014, the Department of Defense (DoD) issues a proposed change to the Defense Federal Acquisition Regulation Supplement (DFARS) Business System Rule. The proposed rule would require government contractors who are subject to the DFARS Business System Rule to perform and certify to annual self evaluations of their Accounting System, Estimating System and Material Management and Accounting System. Additionally, DoD contractors would need to engage an independent CPA firm to perform an audit of the Systems every three years. Although the proposed rule would not change the DFARS system adequacy criteria, it would require senior level executives to have sufficient information about the business systems to certify that it complies with the DFARS Business System criteria.

    PwC's Government Contracts Practice has an established methodology for evaluating the compliance of a contractor's business system, identifying gaps and working with contractor's to develop remediation activities. Our methodology has been used with various contractors and resulted in the Defense Contract Management Agency (DCMA) issuing an adequate system determination for the contractor. PwC's Government Contracts Practice team is please to present an overview of the impact of the proposed DFARS rule as well as our approach to performing a compliance assessment in advance of a government or potential third party audit.
