    On January 7, 2022, Governor Roy Cooper signed Executive Order 246, setting the course for North Carolina’s continued work to reduce economy-wide greenhouse gas emissions, advance environmental justice, and create good-paying jobs throughout the state. In addition to setting updated goals for emission reductions and the total number of registered Zero Emission Vehicles, the order instructs the NC Department of Transportation to develop a Clean Transportation Plan (NCCTP) within 15 months of the order. The primary objective of the process for developing the NCCTP will be to work with stakeholders to collaboratively develop a list of actionable policy and programmatic efforts to decarbonize the North Carolina transportation sector rapidly.
