Production is Deterrence: Investing in Precision-Guided Weapons to Meet Peer Challengers
CNAS
This report explores whether the fiscal year (FY) 2024 U.S. defense budget request for key conventional precision-guided munitions (PGMs) aligns with the 2022 National Defense Strategy (NDS) by prioritizing weapons needed for the “pacing challenge” China poses and dealing with the “acute threat” from Russia, while taking risk in lower priority areas. The FY24 presidential budget request builds on the shift that began in FY23 to support the NDS: increasing buys of key long-range and antiship…

The FY24 presidential budget request builds on the shift that began in FY23 to support the NDS: increasing buys of key long-range and antiship missiles to prepare for a fight in the Pacific, starting to fill the cruise missile defense gap, bolstering production of the land-attack weapons needed in Europe, and test-running multiyear procurement and large lot procurement for key munitions to strengthen the defense industrial base.

Avoiding the Brink: Escalation Management in a War to Defend Taiwan
CNAS
This report examines potential triggers, thresholds, and targets for Chinese nuclear use as well as options for the United States and its allies and partners to avoid and manage escalation. It uses the results of two exploratory tabletop exercises (TTXs) focused on how China’s expanding nuclear arsenal could impact the risk of nuclear escalation in a conventional conflict over Taiwan.

No I in Team: Integrated Deterrence with Allies and Partners
CNAS
The U.S. Department of Defense (DoD) has advanced the concept of integrated deterrence in the 2022 National Defense Strategy (NDS). Integrated deterrence seeks to integrate all tools of national power across domains, geography, and spectrum of conflict, while working with allies and partners. But what integrated deterrence entails in practical terms remains unclear, particularly to the very allies and partners Washington wants more from. To enable the DoD’s NDS implementation efforts and turn…

Integrated deterrence seeks to integrate all tools of national power across domains, geography, and spectrum of conflict, while working with allies and partners. But what integrated deterrence entails in practical terms remains unclear, particularly to the very allies and partners Washington wants more from. To enable the DoD’s NDS implementation efforts and turn integrated deterrence from rhetoric to reality, the authors developed a framework to help the department think about and implement its strategy of integrated deterrence with allies and partners. This framework highlights three levels of integration between the United States and its allies and partners: tactical, institutional, and strategic.

Precision and Posture: Defense Spending Trends and the FY23 Budget Request
CNAS
This report examines the fiscal year (FY) 2023 defense budget request and assesses whether it sufficiently resources two factors—high-end munitions stockpiles and overseas posture—that past studies have indicated are critical for strengthening deterrence against China and Russia in the near term. This report concludes that while the FY23 request makes some strides on both issues, more must be done today to improve the United States’ chances of deterring and, if necessary, defeating the…

This report concludes that while the FY23 request makes some strides on both issues, more must be done today to improve the United States’ chances of deterring and, if necessary, defeating the adversary tomorrow.

Dangerous Straits: Wargaming a Future Conflict over Taiwan
CNAS
The Gaming Lab at CNAS, in partnership with NBC’s Meet the Press, conducted a high-level strategic-operational wargame exploring a fictional war over Taiwan, set in 2027. The wargame sought to illuminate the dilemmas that U.S. and Chinese policymakers might face in such a conflict, along with the strategies they might adopt to achieve their overarching objectives. The game was intended to produce insights as to how the United States and its allies and partners could deter the PRC from invading…

Risky Business: Future Strategy and Force Options for the Defense Department
CNAS
This report considers 3 possible options for the Biden administration's forthcoming defense strategy and the tradeoffs associated with different approaches. Our analysis of the Fiscal Year (FY) 2022 budget indicates that the DoD is trying to do more than constrained budgets can support over the next few years and is moving toward what we term as a strategy of “full-spectrum competition.

Making Sense of Cents: Parsing the U.S. Department of Defense's FY 2022 Budget Request
CNAS
This report contextualizes the Biden administration’s discretionary funding request for the U.S. Department of Defense (DoD) in fiscal year (FY) 2022. It considers what this initial "skinny" request may mean for the full FY 2022 Presidential Budget Request, given the identified priorities and available resources.
