  • Picatinny Arsenal Boundary Survey / GIS Database

    -

    Dewberry was selected to provide Surveying and Geographic Information System (GIS) services for over 5.000 acres of land comprising PIcatinny Arsenal. This project involved extensive records research that included retracement of the Real Estate Tract Maps, original deeds of conveyance and takings throughout 100 years and the Real Property Transactional Registers.     Dewberry was selected to provide Surveying and Geographic Information System (GIS) services for over 5.000 acres of land comprising PIcatinny Arsenal. This project involved extensive records research that included retracement of the Real Estate Tract Maps, original deeds of conveyance and takings throughout 100 years and the Real Property Transactional Registers. We compiled a database listing tracts that were acquired and sold off and easements obtained for the benefit and servient estate. Tax maps and aerial imagery were downloaded and geo-referenced into the New Jersey State Plane Coordinate System using Esri ArcGIS software.

    In order to establish an accurate control network that would be capable of delivering high accuracy over such a large area, Dewberry researched the NGS database to retrieve the data sheets for existing control located near the Arsenal and the surrounding region.

    Dewberry uses established methods and procedures on all survey projects that are designed to take full advantage of the technology and instrumentation in our inventory. We combine GPS observations with total station measurements and digital leveling to produce one data set of 3D control values that are consistent across an entire project. This is primarily achieved through the use of Real Time Kinematic GPS, aka VRS. This means that multiple field crews can be assigned to cover different sections of the whole project and work simultaneously on the same coordinate system, thus enabling the project schedule to include multiple lines of data flow.

    Given the size and complexity of this project, we analyzed the survey data during the field collection process; through a process of filtering recovered evidence and applying the rules of construction for boundary location, we determined the property lines of the parcels. Upon completion of the boundary analysis by the Professional Land Surveyors, this information was provided to the survey technicians to draft the final plats.

    Taylor Wiseman & Taylor (TWT) provided the survey field work, office reduction and drafting needed to perform a ground based topographic survey for the project area designated. Horizontal control was based upon the New Jersey State Plane Coordinate System, NAD 1983 (2007) and the vertical control was based on NAVD of 1988. All visible planimetric features were located and platted in a three dimensional digital format. This project also included the designation of underground utilities along with the location and mapping of the same.

    Taylor Wiseman & Taylor also provided the construction stake-out and project management for a period of 2 years during this project. Utilizing a robotic total station, Global Positioning Surveying (GPS), Real Time Network (RTN) and a first order digital level, TWT was able to man multiple field crews on site at different locations to keep the project moving on schedule for the entire duration of the project.

    Upon completion of the improvements Redline As-builts were completed based on the New Jersey State Plane Coordinate System, NAD 1983 (2007) and the vertical control was based on NAVD of 1988. Upon completion of the field locations and acceptance by the Air Force a Geodatabase was compiled to comply with SDSFIE Standards for incorporation into the Joint Base overall Geographic Information System (GIS).

    This project was awarded the Quality in Construction Award for excellence in construction of an asphalt pavement by the National Asphalt Pavement Association (NAPA).

Obstacles to be resolved were numerous existing underground utilities, multiple railroad right of way crossings and a crossing under the New Jersey Turnpike (400’ right of way). This project consisted of two (2) HDD’s directional drilling on a long spanning width of the New Jersey Turnpike and one (1) jack and bore under the conrail right-of-way and tracks.
