“Richard was a principled, engaged colleague at RPC. He was very passionate about his work, especially about the ideas and concepts that drove a project. Richard and I had intense conversations about how to approach and guide projects, analyze problems and develop strategies. On top of his ability to navigate big-picture ideas, theories and concepts, his attention to detail always impressed not only me, but our clients and member governments as we carried out projects.”

Volunteered and participated, along with five national leaders in community planning, hazard mitigation, and economic development, in APA’s Community Planning Assistance Team in Rockport, Texas. APA’s Community Planning Assistance Teams (CPAT) are composed of nationally recognized experts who volunteer their time to work with residents, government officials, and other key stakeholders to offer planning assistance to communities to develop plans and policies that support good planning and development. Rockport took a direct hit from Hurricane Harvey in August 2017, which heavily impacted all aspects of this small, Gulf Coast community from housing to businesses, to its once thriving tourism industry. The CPAT team focused on the Austin Street Corridor, the heart of downtown Rockport, a major retail, heritage, and arts district along the harbor front that is also a perennial victim of flooding from high tides and stormwater runoff. The CPAT team worked in close collaboration with Texas A&M University’s Texas Target Communities program during the visit to better inform and integrate their work on Rockport’s comprehensive plan update. The CPAT team developed strategies (and forthcoming report) to improve the physical and economic resilience of Rockport through flood mitigation, green infrastructure, placemaking, and economic development. The Rockport "Recovery Planning Assistance Team" project is one of the APA Foundation's 2018 Disaster Recovery Grant recipients. The project is supported by the Pisces Foundation through a grant awarded to the APA Foundation that focuses on building back better with green infrastructure after disasters. Eight historic downtowns in Vermont, turned massive flooding into opportunities to improve their physical design, hone their marketing messages, and strengthen partnerships to achieve greater economic resilience and build back stronger than before the flood. State leadership and federal disaster funding empowered these eight communities to go beyond flood recovery and take steps to improve public safety and strengthen their economy while enhancing their ability to bounce back quickly from…
