    Inevitably, the diverging growth rates of developed and emerging economies will change how the world’s wealth is distributed, shifting more of the balance toward the fast-growing economies of Asia and other regions. At the same time, aging populations and other factors are changing how wealth is invested in many developed economies. We undertook the research in this report, The emerging
    equity gap, to assess the impact of these trends on the global financial system over the next decade. We start by determining where financial assets are held today and how they are invested, and then project their growth rates and the effects of trends that are influencing investor behavior. Our goal is to better understand how shifting financial wealth and changes in investor behavior will
    affect the global capital market.

    Our central finding is that, short of a very rapid change in investor behavior and adoption of new policies in the largest emerging economies, the role of equities in the global financial system may be reduced in the coming decade. This has important implications for economic growth, how companies fund themselves, and how investors reach their goals.

    Governments and business leaders share a common interest in expanding the supply of equity to the world economy. More equity will promote more stable and possibly more rapid growth. Many steps that could reverse the current trends against equities are well understood. Action now will ensure that the potential equity gap does not emerge, and put the world economy on a more stable, more sustainable course.

    A report outlining options for changes in the current tax system to achieve three broad goals: simplifying the tax system, improving taxpayer compliance with existing tax laws, and reforming the corporate tax system.

    The PERAB report fulfilled the specific mandate the PERAB was given: to discuss the pros and cons of a spectrum of reform ideas relating to tax simplification, improving compliance with existing tax laws, and reforming the corporate tax system. They were also instructed not to consider policies that would raise taxes on families making less than $250,000.

    The report was meant to be informative rather than prescriptive. Its intentions were to aid discussion about the wide variety of tax reform ideas in these areas. The PERAB was not tasked with providing its own policy recommendations for the Administration and, of course, given the independence of the PERAB as a group of outside advisers, it was not a reflection of administration ideas under consideration. The final report approved was an informative and important almanac of options for tax reform.
