I am responsible for maintaining and renewing the Authority to Operate (ATO) and maintaining all system security documentation, including the system security plan…
Since 2017, I have been responsible for managing all aspects of HIV.gov's cybersecurity posture and compliance with privacy rules and federal cybersecurity requirements. I lead a team consisting of our Information System Security Officer (ISSO) and a team of contractor cybersecurity professionals to manage the HIV.gov FISMA system. I am responsible for maintaining and renewing the Authority to Operate (ATO) and maintaining all system security documentation, including the system security plan and all constituent documents and appendices, such as the contingency plan, incident response plan, security controls, among others, and for conducting the annual assessments. I am also responsible for related documents such as the business impact assessment (BIA), security impact assessment (SIA) and the privacy threshold and impact assessments (PTA and PIA).
Prior to 2017, I had very little experience with federal cybersecurity requirements, but managed the process to acquire HIV.gov's first ATO, which was granted on the first try in less than 9 months. The HIV.gov system is regarded as very well run and responsive, so much so that other systems were moved into the HIV.gov system to streamline processes and reduce costs. -
Tracking System

PROBLEM: A system was needed to track events related to a national initiative involving multiple federal agencies that would allow for multi-user access on a shared platform with rapid reporting functionality. The existing system entailed emailing event details to one person for entry with limited reporting functionality, resulting in long delays and potential inaccuracies. I was asked to step in to develop a more responsive system that met the needs of senior leadership.
ACTION: Assessed…PROBLEM: A system was needed to track events related to a national initiative involving multiple federal agencies that would allow for multi-user access on a shared platform with rapid reporting functionality. The existing system entailed emailing event details to one person for entry with limited reporting functionality, resulting in long delays and potential inaccuracies. I was asked to step in to develop a more responsive system that met the needs of senior leadership.
ACTION: Assessed multiple options and processess, solicited input and feedback from users, led the development of a sophisticated system hosted on a Sharepoint portal, which allows access to multiple users to enter event details directly with sophisticated calculations and reporting function, and developed and conducted user training.
RESULT: Streamlined the data entry process, significantly enhanced the quality and accuracy of reported data, and greatly reduced the time needed to generate reports. Multiple users now have access to enter details themselves at any time and reports can now be generated to senior leadership within minutes. Reports can be used to filter and analyze based on unique event details, and for planning and evaluation.

Two areas of focus were (1) Administrative innovations and (2) AHEAD Dashboard. This was all done while maintaining and excelling in his normal course of work. -
