You're struggling to give feedback on a resume. How can you make sure it's received positively?
If you are struggling, then don't give it, and state that you are not the right person to ask. If you are QUALIFIED to provide constructive feedback, then you will have already gained the experience to deliver the messaging professionally and in a way that will not be ill-received.

How can you prioritize networking follow-up based on contact value?
If you said you were going to contact the person, then do so. Be true to your words. That is the priority. Until you have that initial "get-to-know-you" conversation, how can you determine if the contact has mutually beneficial opportunities? Some of the best introductions often come from the most unforeseen places.

What are the best ways to estimate how long a resume writing project will take?
In my experience, this is completely subjective and depends on the writer. A resume mill can spit out resumes in an hour or two, and the client will get what they pay for. Personally, if you want to get the best out of my skills, I need to hear/see the story behind the career before I get started. Asking the right questions as the story is told will help to keep the client on track, but some stories are longer and/or more interesting.

What are the best techniques for writing a summary that showcases your skills?
If you were at a networking event and someone said, "I have the perfect position for you, but I have 5 solid resumes sitting on my desk. Tell me right here and right now 'Why you', and I will throw those away." Whatever you will say to move that person to action, write it down in the implied first person, and you may have your summary.
