New article came out today in Police1 on Behavioral Threat Assessment and Management (BTAM)- a best practice in service of mitigating acts of targeted violence. Tomorrow is the 25th anniversary of Columbine. “We have learned a lot since Columbine academically and experientially. Twenty-five years ago, terms like “leakage,” “grievance” and “pathway to violence” weren’t operationally defined within the threat assessment context. Oregon Homicide Investigators Association Call for Sponsors!!! The upcoming 2024 Oregon Homicide Investigators Association Major Crimes Conference is right around the corner at the Graduate Hotel in Eugene, Oregon. This year the conference will be held October 8th through the 10th (Tuesday, Wednesday, and Thursday). We expect to see over 200 professionals in attendance over these three-days. The OHIA Major Crimes Conference is one of the largest in all of Oregon. Attendees will include law enforcement detectives, officers, deputies, administrators, medical death investigators, criminalists, prosecutors, crime scene technicians, and crime analysts. Police in Seattle, Washington have started recruiting recipients of Deferred Action for Childhood Arrival Status (DACA) to become cops. According to 770 KTTH, Senate Bill 6157 allows DACA recipients to apply for civil service jobs across Washington. This includes working in the police departments and fire departments. Dr C’s Ethical Standard Assessment: This is inappropriate and should be a national standard for this to be illegal. One cannot take an oath of office to God and the Constitution of the United States, when one is not a citizen of the country in which you state that very oath. Do not lower standards to hire law enforcement, increase the standard and increase the training and ensure you incorporate OBT&E into your curriculum.

On Wednesday of this week our agency SCAPPOOSE RURAL FIRE DISTRICT had an incredible opportunity to showcase our UAS program including the use of UAS technology and payload delivery in collaboration with the HUMAN SERVICES, OREGON DEPARTMENT OF Office of Emergency Resilience and Emergency Management (OREM). This event was meant to showcased one of their Emergency Evacuation Points (EAP) that have been established as part of the Cascadia Preparedness at a statewide level. In our part, we had the pleasure of working with U.S. Coast Guard and Coast Guard Rescue Helicopter 6537 (and crew) as well as Life Flight Network and the crew of Life Flight 04. During this event we demonstrated payload delivery with a first flight and small UAS platform (M30T which was acquired from a grant with Oregon Department of Emergency Management) and outfitted with a dual dropper to deliver a bottle of water and a radio. The radio was then used to call in a request for additional medical supplies. The second flight included a drop of almost 20 pounds of medical supplies using a medium lift UAS (Alta X see included video). The Drone Amplified dropper system on the Freefly Systems Alta-X was a dream. To add to that, the Free Fly Pilot Pro GCS made the experience even better. The software from Drone Amplified and hardware are a must for these types of operations. During the payload delivery and the other crewed operations (Lifeflight patient loading, USCG hoisting Operations), our UAS team in addition to a collaboration with Oregon Department of Forestry UAS pilots, we were able to stream the entire operation to decision makers on site and beyond so they could see realtime what was happening. Aside from the wind, all went well and helped to prove the viability of last mile delivery during emergencies and disasters. In this scenario, crewed aircraft will be tasked with life safety first while the UAS can be allocated to assist until the life safety threat winds down. Yes, this mission occured on an airport. The runway we were on was closed. We did have a COA from the FAA (Thank you Federal Aviation Administration for the help), we did fly with both USCG and lifeflight providing overwatch, but Communication, Coordination and Deconfliction were the common theme of the exercise. We even had a permit to comply with ORS for being able to drop items from an aircraft. Huge shout out and thanks to Drone Amplified, Daniel Justa, DroneSense, Inc., Jonathan 'Natty' Natiuk , Freefly Systems Alta X and Oregon Department of Forestry for the assistance. I’m happy to say we do more then qaulify our officers to the minimum DCJS standard. Each quarter of training has set goals and purpose. One quarter might be AVI (act of violence incident), high risk traffic stops or reviewing case laws and use of force. Qualifying yearly is a requirement per DCJS. It does very little to prepare a officer for a real life situation. Learn to be safe and effective on a flat range on turning targets, then move on.

I've said it in my classes, but this is a team effort to get these cases solved. FGG has been a game changer for cold cases, but it doesn't always seal the deal. Without this fantastic genealogy work, there would never have been a name to look for in the offline records. Without the prints, there would have been lengthy and expensive confirmatory testing necessary. Just a reminder to get your cases, information, and especially postmortem and Missing Person antemortem fingerprints in all of the databases. For U.S. Medical Examiner's/Coroners/JP's, make sure it's in NamUs, you've reached out to the FBI, and the police are utilizing NCIC. Second plug, if you or a friend/partner/family member has used commercial DNA services (23andme, Ancestry, etc.) to find out your heritage, make sure you go in the settings and allow for upload and use by law enforcement for these cases. Your DNA could be the reason a 1970s case is solved. And if you've already sent it to them anyway, might as well, right? https://lnkd.in/e5CJPcu7

Cumulative Post Traumatic Stress Disorder (CPTSD) is a condition that first responders should be more aware of. It is more common in police officers than PTSD and presents a higher risk to their well-being. Unlike PTSD, it does not manifest the same symptoms, making it harder to diagnose. It is also common to have comorbidity with Substance Abuse Disorder (SUD). Law enforcement leaders need to take action to support their officers. Programs like Peer Support and Trauma Risk Management (TRiM) should be available to every agency member. It is crucial to break down the barriers to asking for help. Having been diagnosed with both CPTSD and SUD, I will forever be an advocate for these types of programs. I will continue to use my voice and story during my public speaking engagements to spread the message that asking for help is not a sign of weakness but a sign of strength. According to the U.S. Bureau of Labor Statistics U.S. The job outlook for Police Officers and Detectives is about to grow 3% from 2022 to 2032 which is about as fast as the average for all occupations. The states that have a higher job outlook are ones that have bigger city's like California and New York.

Weston and Calhoun’s Pathway to Intended Violence is a 🔑 concept in Behavioral Threat Assessment and Management. This is how I teach it with some added visuals to reinforce the concept for understanding and retention: Grievance: Someone is unhappy about something. The grievance can be real, perceived, or a result of mental illness. Ideation: The 💡 goes on in the person of concern’s head, violence is an option, or the only option. Research and Planning: A search engine is almost always a part of this phase where the person of concern gathers information about their target and develops a plan. Preparation: This is when the person or concern starts adding things to cart like weapons and/or whatever else is needed. Breach: Actually or figuratively trespasses for the purpose of pre-operational surveillance or the actual attack. Attack: The target ends up on a stretcher. The pathway to violence is dynamic, people can escalate and deescalate while on the pathway. The speed in which a person of concern moves up the pathway to attack is varied, do not dismiss a person of concern’s intent to attack based on a long period of time having passed.
