    If 50% of the world is not online, and a larger portion do not have the requisite skills to compete in the 21st century economy, how can we empower the next generation of leaders to achieve more? It’s impossible.

    Similarly, if there is no standard framework for what digital skills mean, how can we measure digital literacy and show improvement over time? It’s impossible.

    So, our IEEE team completed a literature review over the last year (~100 different online resources).…
