Here's how you can effectively delegate tasks with clear instructions and expectations.
When working with teams, especially geographically diverse teams across time zones or continents, be cognizant of what the ask actually is and be sure to demonstrate through your actions that you’re never going to ask someone to do something that you are not willing to do yourself. Be aware of what other priorities may be competing for their availability (i.e. multiple projects and multiple teams) and be willing to negotiate with other their other leaders to be sure that everyone gets what they need without putting an unfair amount of load on the individual.

What risks do you face when managing a program instead of a project?
The single number one cause for scope creep in my experience is a disparity in expectations between the client’s procurement team, and their ops/delivery teams. Second would be for initial requirements gathering, which if not done correctly and completely at the outset of a project results in deeper backlog, lower sprint velocity, and general frustration for the dev and QA teams.
