Solarize Portland: Community Empowerment through Collective Purchasing

Portland, Oregon’s largest city, is considered to be one of the greenest cities in the
country. Half of its power comes from renewable sources, it boasts the most LEED-certified
buildings per capita in the nation, and it has the highest rate of bicycle commuting of any major
U.S. city (ACS 2006). Despite this, only 38 residential solar electric systems were installed in
2008. San Francisco, a larger but similarly green city, saw 168 installations in the same year.

In 2009, Energy Trust of Oregon1
collaborated with Southeast Uplift Neighborhood
Coalition to create Solarize Portland—a community driven, group purchase initiative to help
residents overcome the financial and logistical hurdles of going solar. The project effectively
merged community activism and education, smart marketing, green job creation, and economies
of scale to drive a high volume of participation. The effort was an unprecedented success,
resulting in 120 new photovoltaic (PV) systems in six months—more than three times the
number of systems installed in the city of Portland in 2008.

The Inclusive Innovation Project is making solar affordable and accessible for customers with lower incomes, rural customers, and communities of color. It has focused on capacity building support, community engagement, and partnership development. By building relationships with community-based organizations across the state and by providing stipends to enable them to participate in working group meetings, the project gained valuable feedback from a wide range of stakeholders. Energy Trust created a system for learning, teaching and experimentation that is improving its programs by making them more responsive to different customer groups. The Inclusive Innovation project has resulted in 54 new low-income projects in the pipeline at residential, commercial and multifamily housing sites. Empowered community representatives are providing meaningful feedback to Energy Trust staff, leading to modified solar programs that are more equitable and effective. According to the judges: "Energy Trust has developed a model for genuinely engaging frontline, low-income communities, and diverse customers, helping to enhance public engagement and empower local decision making. It is a best practice for how to increase low-income access to solar.” -

Solarize is a community-driven, group-purchase initiative to help residents overcome the financial and logistical hurdles of going solar. In a Solarize program, a government or civic organization partners with a solar contractor on behalf of a community of residents and coordinates a time-limited campaign to encourage residents to install solar panels for a price that is below prevailing market rates.

but also provided workshops, solar experts, a contractor with set pricing tiers, and free
assessments.
