With the City of St. Louis’ benchmarking success, USGBC-MO Gateway wanted to spark similar activity in St. Louis County in order to grow opportunities for benchmarking and investments in building energy efficiency.

USGBC sought my assistance in reaching out to St. Louis County and its municipalities, school districts and major institutions to:
    • Share information about the benefits of benchmarking & energy efficiency improvements
    • Encourage tracking building energy use with ENERGY STAR Portfolio Manager and reporting results annually to the public.
    • Encourage ENERGY STAR Certification for eligible buildings
    • Promote relevant trainings and opportunities
    • Connect and align this outreach to existing municipal or organizational plans, commitments or goals (i.e. Climate Action Plans, goals to reduce Greenhouse Gas Emissions, 100% Renewable Energy commitment, etc.)

    The project included:
    • Revising the Benchmarking Toolkit for Local Governments
    • Presentations to elected officials, municipal staff, school boards, and relevant associations
    • Writing and getting articles placed that promote energy benchmarking and energy efficiency
    • Setting up meetings for USGBC staff for interested parties

"Early in 2009, the mayors of five municipalities (Clayton, University City, Olivette, Creve Coeur and Overland) joined together to ask that the St. Louis County Council pass a smoking ban. And while the county council debated the matter ad nauseam and eventually punted the issue — asking voters to decide the matter — one of those municipal mayors decided the matter was too important to wait. Linda Goldstein endorsed a comprehensive smoking ban for Clayton and used her influence to get it approved in just a few short weeks. "If we pass this ordinance, Clayton will serve as an example to other municipalities and will give them encouragement to pass similar legislation," said Goldstein shortly before passage of the bill. Turns out she was right. At press time, not only has the council announced a referendum, but Kirkwood, Wildwood and the City of St. Louis are also considering smoking bans." (Article from RFT)
