    This article covers an emerging planning methodology and diagnostic tool used to generate
    multi-faceted, data-driven strategies for place-based revitalization efforts. We will consider three
    applied case studies, including programs led by the City of New York and the Commonwealth
    of Massachusetts, as well as in Puerto Rico, where the Foundation for Puerto Rico led planning
    efforts funded by the U.S. Department of Commerce as part of larger Long-Term Disaster Recovery
    investments.…

    This article covers an emerging planning methodology and diagnostic tool used to generate
    multi-faceted, data-driven strategies for place-based revitalization efforts. We will consider three
    applied case studies, including programs led by the City of New York and the Commonwealth
    of Massachusetts, as well as in Puerto Rico, where the Foundation for Puerto Rico led planning
    efforts funded by the U.S. Department of Commerce as part of larger Long-Term Disaster Recovery
    investments. This article discusses the application of the methodological approach in each place
    and explores program design and strategies for replicability and scalability in a variety of contexts,
    from neighborhood corridors to small and large cities, to entire regions.

    considerable planning and in some cases, financial or institutional support from public sector

    real estate assets struggling to find solutions that address the cash flow challenges brought
    on them by the loss or downsizing of many of their traditional tenants. Many owners are now
    looking to alternative uses that push the envelope and embrace a mix in tenancy that requires
    considerable planning and in some cases, financial or institutional support from public sector
    partners. This article will explore the ways in which the private and public sectors will increasingly come to rely on one another to address a host of complicated design, regulatory, and
    monetary hurdles that will differentiate successful projects from those that fail.

    The Rapid Recovery Plan Program was open to every municipality within The Commonwealth as part of the Baker-Polito Recovery Plan to revitalize downtowns, respond to the effects of COVID-19 on local businesses, and prioritize actions and strategies. Rapid Recovery Plans were developed for 124 communities across the Commonwealth.

    In 2017, the City of Cambridge Economic Development Division contracted with Larisa Ortiz Associates to lead a comprehensive Retail Strategic Plan for the City. The Plan was developed in response to rapid changes in consumer purchasing habits in Cambridge, MA, and includes a city-wide analysis of overarching industry trends; a district-level analysis of the City’s nine key commercial areas; and an action plan with strategic recommendations and best practices.     In 2017, the City of Cambridge Economic Development Division contracted with Larisa Ortiz Associates to lead a comprehensive Retail Strategic Plan for the City. The Plan was developed in response to rapid changes in consumer purchasing habits in Cambridge, MA, and includes a city-wide analysis of overarching industry trends; a district-level analysis of the City’s nine key commercial areas; and an action plan with strategic recommendations and best practices. As a result of key findings and recommendations outlined in the Plan, the City has implemented a range of programs and policies that address market and regulatory challenges affecting the City’s overall business environment.

    Overall, the Retail Strategic Plan and process were instrumental in building consensus among city leaders, local residents, and businesses. The continued support of various stakeholders will ensure more elements of the Plan are fully implemented and expanded beyond the pilot phases.

    The Livingston County Development Corporation (LCDC) engaged Streetsense (formerly Larisa Ortiz Associates) to develop the Downtown 2.0 Commercial District Assessment, a comprehensive plan for the County and its nine downtowns that identified shared downtown challenges and established a set of clear strategies and tactics for the County to collectively address business attraction and sales growth, capital investment, and redevelopment.

    Robert W. Ponte Award is awarded to an individual who, through economic planning and development, has made a significant contribution to the vitality of the New York area. Robert W. Ponte, an urban planner who helped design major developments in New York City and Tehran, Iran, died on Jan. 17 at St. Vincent's Hospital in Manhattan. He was 46 years old and lived in Manhattan.

Larisa served her Fulbright year in El Salvador, where she worked closely with the Office of Planning for the Metropolitan Area of San Salvador under architect and urban planner Mario Lungo Ucles, one of the region's foremost scholars on land policy. During her time in ES, Larisa focused on issues of historic preservation of the downtown commercial core, working in coordination with the administration of Mayor Hector Silva's, San Salvador's first elected FMLN mayor. She also taught downtown planning courses at the Universidad Catolica de El Salvador, the country's premier university.
