    BACWA is a joint powers agency, formed under the California Government Code by the five largest wastewater treatment agencies in the San Francisco Bay Area. Its members include the many municipalities and special districts that provide sanitary sewer services to more than 6.5 million people. BACWA is dedicated to working with our members, state and federal regulatory agencies, and non-governmental organizations to improve and enhance the San Francisco Bay environment. It provides technical expertise, financial support, and a public utility perspective to ensure that regulations affecting our members are well-informed, thoughtful and effective.

    The Collection System Committee serves as the focal point for dealing with regulatory issues and actions related to collection systems. The Committee also is a mechanism for sharing collection systems information among agencies.

    In the San Francisco East Bay Area, the Central Contra Costa Sanitary District (Martinez, Calif.) collection system of approximately 30,000 manhole structures, 2500 km (1540 mi) of pipe, 19 pump stations, and a 204,400-m3/d (54-mgd) capacity wastewater treatment plant. With the rapidly growing market for disposable wipes and other allegedly flushable products, Central San became increasingly concerned about the impact to infrastructure, cost to mitigate, and staff time required to deal with their increased use. When flushed, wipes can contribute to sanitary sewer overflows (SSOs) and affect the treatment process and become a hassle to dispose of after treatment. In 2012, with only a shoe-string budget, Central San commenced a targeted outreach initiative to help address the burgeoning non-dispersibles issue and the associated overflows in its collection system.
