A TALE OF 2 CITIES PART 2 The city of Houston has less stringent stormwater quality requirements than Austin, allowing standard detention ponds with trash screens, end-of-pipe vortex separators, inlet-based systems, and low-impact systems to provide stormwater quality. They provide a substantial benefit in water quality in the Houston region when properly maintained. The difference is all in the details. Houston is an enigma, and combined with Harris County, they are the only MS4s in Texas that require monthly inspections and annual permit renewal, including certification by a Texas-licensed P.E. that the system is functioning properly and serviceable. Some might argue that monthly inspections are overkill, but we’ve seen systems fill up with sediment and go into bypass in a month or two during periods of excessive rain. This could put the system in bypass for a year or more if there were no inspection requirements. In the case of detention ponds, without a good stand of vegetation, sediment can quickly erode away, discharging into the storm sewer system. The resulting maintenance required in the public drainage system becomes the burden of the taxpayers and not the property owner who illegally discharged the sediment in the first place. To ensure compliance, the city of Houston also requires an owner's affidavit acknowledging the permit requirements and agreeing to comply with them, and the permit application. Photo documentation and cleanout manifest need to be included with permit fees to renew the permit. The city also sends out annual permit reminders to the owners that they in fact have a permit and that it requires attention. Do you have questions about stormwater quality compliance in Texas? Just because you aren’t in the direct path of tropical storm or Hurricane, that doesn’t mean you can’t experience it’s effects. Now would be a good time to make sure you have a preparedness plan for the season. On another note, this is Louisiana Hwy 1 near Port Fourchon, a critical center of energy production and economic activity. When it’s inaccessible the impacts are felt far and wide.
