Leaving security to chance is a terrible strategy for protecting sensitive information. Best practice is to over-secure (restrict) the data and then very slowly back off as requirements warrant. Breaches only take one bad actor or one simple mistake. While there are certainly ways to approach knowledge sharing and collaboration, that should be a secondary consideration to maintaining the sanctity of the data.

One of my observations from watching our customers make buying decisions is basing that buying decisions on what they believe to be the capabilities that exist in the market today. The issue with that is no amount of research will allow you to make a truly educated decision just based on due diligence alone. We have always suggested doing objective based bake-offs. Tell a software vendor what you are trying to accomplish and let them imagine how you can solve your problem.

This is a problem as old as time itself. Inevitably, most projects will go off the rails at some point, especially as the complexity of the project ratchets up. In many cases, scope changes need to be handled delicately by the project team. In many cases, particularly where a 3rd party is doing the implementation, there is a tendency to say "Yes" to everything. Having strong program managers that can pump the brakes and guide customers down a path in an orderly fashion is critical. Pushing to do the type of impact assessment required to accurately predict budget and schedule implications is the most important activity before accepting scope changes.

One thing we've seen consistently is that change management is key in understanding the potential impact to a user's workload. Many times, the impact to workload is actually phantom, meaning that the worker thinks that the new process is slower or worse, simply because they've not done it before. This gets magnified even further when those technology changes aren't well telegraphed to the core audience. What we've seen in the most successful case management technology implementations is when end users are heavily involved in the development process. This means not only providing design feedback, but also being kept in the loop on changes coming down the pipeline.
