Realistically if you're making a decision you can't come back from, you're likely making a poor decision. Every good engineering solution should be modular enough that if you change the Database, Data models, UI Framework, etc... it should be limited to changed those things. Unless you're moving languages and starting from scratch. Then ope!

The whole point of a code review is shared responsibility. You, as a reviewer, are responsible for understanding the problem to the level of the implementer. Glossing over review is one of the worst things an engineer can do, and we've *all* done it (don't act like you haven't). It's an opportunity to teach most importantly. The biggest thing from a programming solution is learning. That should be the primary goal of Code Review.

Here's how you can avoid the consequences of poor delegation in your programming career.
I've always believed there's a spectrum of interest for engineers. It ranges from "this is theoretically perfect" to "this is what the customer wants". The scale is meant to be a measure of how engineers value a solution, and every individual is somewhere on this scale. I'm much further on the "theory" side of things, and want stuff perfected. Early in my career, my team mate was heavily customer focused. By putting us together we made an excellent product that was well designed and customer ready. So when delegating large projects, I want people from both sides of the spectrum on it to balance it out. All theory folks will take too long, and all customer folks won't make it extensible enough.
